9 Regular Meeting July 22L 1996 Page 9 Session is needed. Ms. Hughson stated the Council needs to set a deadline for receiving proposals. Mr. Hernandez stated the Council needs to discuss with Mr. Gilley the issues involving staff and space. Mr. Gilley stated he would like to address and study some of the issues raised. The Council set July 29 at 5:00 p.m. as the deadline for proposals and August 5 at 6:30 p.m. for the. Executive Session and Workshop. r-' Mayor Moore introduced the City Manager's Report. Mr. Gilley had no ¡ report at this meeting. Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no report at this meeting. Mayor Moore introduced the City Council's Report. (1) Mayor Moore advised Ms. Hughson he has not yet sent a letter regarding the center lane on Hunter Road. (2) Ms. Hughson stated she thought the Council was going to have some recommendations for the TIP public hearing with TDOT, and Mayor Moore stated Russell Lehz wants to meet to discuss some recommended changes he thinks will improve the City's odds. (3) Mr. Hart stated the drought is causing negative structural effects and thinks we need to consider amending our plan to allow watering once a week. Mr. Cox stated he wpuld be supportive of that and asked Mr. Taylor to let the Council know what effect it might have on our suit against the sierra Club. Mr. Moore stated he has requested the County Judge follow our restrictions. Ms. Hughson stated she agrees with Mr. Hart but thinks once a week would be too much. Mayor Moore requested Mr. Gilley get staff feedback on Mr. Hart's issue. Mayor Moore introduced an Executive Session pursuant to the Government Code, Section 551.071, to discuss pending litigation ¡- (Sierra Club vs. San Antonio; Tamez vs. City of San Marcos), and t matters where the City Attorney's et~ical duty to the City clearly conflicts with Government Code Chapter 551 (Heritage Subdivision infill development proposal; Westover area infill development proposal; Oak Heights Area infill development proposal). Mr. Hernandez moved to adjourn into Executive Session at 11:18 p.m. after a ten minute break and Ms. Hughson seconded the motion, which passed unanimously. Ms. Hughson moved to reconvene at 12:06 a.m. and Mr. GuerLa seconded the motion, which passed unanimously.
