Mr. Guerra asked if Councilor <br />Staff requested this transfer, and Mr. Gilley advised during the <br />budget process the Reserve Funds stayed in place. The Parks program <br />has been a success, so that is why there is a request for the <br />transfer to the Parks program now. Ms. Hughson asked why additional <br />funds are needed, why is this not part of officers' daily duties. <br />Mr. Gilley stated it is part of their duty to enforce traf'fic laws. <br />The STEP program is specifically designed to provide selective <br />traffic enforcement conserted effort to reduce speed in areas <br />identified as high accident locations. This program is a State <br />grant to supplement the City's matching funding to increase <br />enforcement via the use of overtime hours by police officers to <br />hopefully reduce the number of accidents in these high accident <br />locations. Ms. Hughson stated the City has officers working <br />overtime to do this, so does this mean we need more officers. If <br />the program goes away and there are no grant funds, what will then <br />happen. Mr. Gilley stated the City monitors these areas anyway. <br />Mr. Gilley stated we do not have officers working overtime now to <br />work these areas, but if the results of this program are not <br />successful or the program goes away, and these activities still <br />occur, then Staff would recommend to Council, probably during the ¡' <br />budget process, to increase the number of officers. The traffic <br />division was added to the Police Department a couple years ago. ¡ i <br />There may be a need to increase the number of officers identified t__1 <br />simply for that purpose. Chief Kendrick stated our match funding is <br />31%, and the State continues to offer this to us because of our <br />statistics. Ms. Hughson stated if we are receiving the funding <br />because we have such a big problem, this is not excellent. Chief <br />Kendrick stated the funding is determined first because the problem <br />continues to persist, and we have a performance criteria at each of <br />these sites. Mayor Moore stated it would be better if we did not <br />qualify for the grant at all, and Chief Kendrick agreed. Mr. Cox <br />stated we rated 3.5 on the scale, and Chief Kendrick stated we are <br />rated on accidents and noncompliance. Mayor Moore asked if physical <br />improvements can be made to help control driver behavior, or is it <br />just transportation improvements. Chief Kendrick stated there are <br />some, and he is in favor of the speed bumps as they slow people <br />
