Robert Cotner, Cotner Electric, <br />complemented the Parks and Recreation Department for their help and support for the Sights and <br />Sounds of Christmas and presented a banner to the City of San Marcos. Mayor Moore thanked <br />Mr. Cotner for his years of dedication to the Sights and Sounds of Christmas. <br />Mayor Moore introduced for consideration approval of an appointment to the Library Board. <br />Ms. Hughson moved to appoint Ruth Jennings, which passed unanimously. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAIN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1995-1996 <br />FISCAL YEAR TO PROVIDE FOR END-OF-YEAR RECONCILIATION OF <br />REVENUES AND EXPENDITURES; AND DECLARING AN EMERGENCY. <br />Mr. Guerra moved for adoption of the Ordinance on emergency and Mr. Cox seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration approval of minutes of the Regular Meeting held <br />s November 4, 1996, approval of three Ordinances on third and final reading, approval of use of <br />Contingency Funds in the amount of 54,029.00 for grant match with the Bureau of Justice <br />Assistance for the purchase of laptop computers and adoption of nine Resolutions on consensus. <br />Mayor Moore suggested the City Council make amendments to the minutes only regarding <br />substantive issues. Mr. Guerra stated the minutes are a summary of the meeting and not verbatim. <br />He suggested if the Council chooses to change the procedure of the minutes, funding be put in the <br />budget for that process. Ms. Hughson stated the minutes were a historical record and if they were <br />going to be detailed, they should be accurate. Mr. Taylor stated by law the minutes only <br />* Ms. Womack not present at this meeting.
