72 <br />Regular Meeting November 4-, 1996 Page 6 <br />Ms. Hughson moved for adoption of the Resolution and Mr. Mihalkanin <br />seconded the motion. On roll call the following vote was recorded: <br />AYE: Mihalkanin, Hughson, Moore, Cox. <br />NAY: Hart, Hernandez. <br />ABSTAIN: Guerra. <br />Mayor Moore introduced a discussion regarding solid waste <br />management. Mr. Gilley stated the results of the survey on the <br />90-gallon container pilot program will be received November 20. <br />Ms. Hughson stated there are some wastes we need to address where <br />they are disposed, such as hazardous chemical wastes. Mayor Moore <br />agreed this is a major concern for the City and listed many of these <br />types of wastes. Mayor Moore expressed interest in forming another <br />Citizen Committee and companies who might bid on the City's contract <br />to discuss the economics, learn what is in the stream and what is <br />removable, and what is profitable and practical. Mayor Moore stated <br />before bidding, the Council needs to have a better focus in order to <br />make rational decisions. Ms. Hughson stated she wants whatever <br />input the City can get from those in this business. Mr. Gilley <br />stated Staff does have some expertise and experience in these areas <br />and skill in acquiring information from a variety of resources; and <br />if the Council chooses to appoint a Committee, Staff will be happy <br />to participate and assist with that effort as well. Mr. Gilley <br />stated several times reference has been made'to the process when <br />contracts expire. The Council has a variety of options. We are <br />not necessarily in a position of having to bid these contracts or <br />seek requests for proposal. Step one will be to identify those <br />wastes the Council wishes to develop more information about the <br />disposal of, and hazardous wastes have been mentioned tonight as one <br />of those areas of concern. Mr. Gilley agreed the City needs to <br />manage that issue, and whether or not that would include collection <br />and disposal, he does not know if he could recommend that to the <br />Council at this point. Oil disposal was discussed earlier, and as <br />example, that is why he is not too sure about hazardous waste <br />disposal. TNRCC has made provisions of assistance in protecting the <br />City from financial exposure for having collected contaminated oil <br />products, and also pointed out that same Texas Natural Resource <br />Conservation Commission is the one who established the fund to <br />protect the City from the financial consequences of the leaking <br />petroleum storage tank, which we now have $800,000 plus in claims <br />into that fund and there are no monies there. There are many issues <br />we need to be conscious of and discuss the contingency plans for the <br />City if things do not work out as we would like them to. As Ms. <br />Hughson pointed out, these items need to be identified the Council <br />has an interest in, and then pursue how we are going to gather the <br />information that would make the Council comfortable in regard to <br />items not included in our proposal. Ms. Hughson stated while she is <br />committed to all the reuse and recycling, she is also looking at the <br />cost of all these things. She realized there are landfill and other <br />costs, and those costs will be changing over the next few years and <br />we need to keep an eye to the future. Some of the items we would <br />like to recycle may need to go to the landfill for another year or <br />two, but wants to look at the future. Mayor Moore stated reduction <br />is probably the most important issue. Mayor Moore stated a public <br />education effort costs virtually nothing. Mr. Cox stated in regard <br />to public education, perhaps a Citizen Committee could be useful, <br />and if there are major costs, we need the support of the community <br />and what they are willing to pay. That can be part of the <br />educational process. Mayor Moore stated San Antonio in their <br />initial stage did a waste stream analysis to determine percentages <br />by volume and weight, and that could provide us an important answer. <br />Ms. Hughson stated if we were mulching and providing that to the <br />citizens, it can be put on yards and there will be less water usage, <br />and if we produce something similar to the dillo dirt, we will need <br />organic material in that. This would actually weave into other <br />areas, not just waste management. Mr. Gilley stated if significant <br />changes to the contract are contemplated, we need to make those <br />decisions by February. Mayor Moore stated the City needs to
