(The Ordinance was not adopted on emergency because it did not receive five votes for approval). Mayor Moore introduced for consideration reconsideration of a Zoning Ordinance. The Council did not wish to reconsider the Ordinance. The caption reads as follows: AN ORDNANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 5.28 ACRE TRACT OF PROPERTY LOCATED N THE 1700 BLOCK OF RANCH ROAD 12 FROM "C" COMMERCIAL DISTRICT TO "IV'1F-2" MULTI-FAMILY DISTRICT (MEDIUM DENSITY); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore introduced for consideration approval of the minutes of the Regular Meeting held October 14, 1996, approval of an Ordinance on second reading, adoption of an Ordinance on third and final reading, and adoption of ten Resolutions, on consensus. The Council removed item 9.B., approval of an Ordinance on second reading and items 12.D.(8) and 12.D.(10), adoption of Resolutions, to be considered separately. Mr. Guerra moved for approval of the minutes of the Regular Meeting held October 14, 1996, adoption of the Ordinance on third and final reading, adoption of seven Resolutions, and to table item 12.D.(4), adoption of a Resolution, on consensus and Mr. Hart seconded the motion, which passed unanimously. The captions of the Ordinance and Resolutions read as follows: Adoption of Ordinance on third and final reading: AN ORDNANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AN ENDING ARTICLE 2, POLICE DEPARTMENT OF CHAPTER 62, PUBLIC SAFETY OF THE CITY CODE BY DELETING DIVISION 2, POLICE RESERVE FORCE, SECTIONS 62.056-62.063; REMOVING CURRENT RESERVE OFFICERS FROM THE FORCE; AND INCLUDING PROCEDURAL PROVISIONS. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AMENDMENT NO. 1 TO THE LEASE OF AIRPORT PROPERTY BETWEEN ARWN AND MARGARET DOUGAL AND THE CITY; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT; AND DECLARING AIN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REAPPOINTING DR. CHARLES P. ANDERSON AS THE LOCAL HEALTH AUTHORITY; APPROVING A LETTER AGREEMENT ENGAGING DR ANDERSON N THIS CAPACITY; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A CONTRACT BETWEEN THE CITY OF SAN MARCOS AND THE TEXAS DEPARTMENT OF HEALTH FOR THE PROVISION OF W.I.C. SERVICES TO QUALIFIED PARTICIPANTS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE.
