Mr. Cox stated the Council received a letter from Gay <br />Calloway regarding safety problems in the downtown area. He stated the Main Street Board <br />discussed these problems and they feel a need to address them. Mr. Cox suggested discussing this <br />issue at the quarterly workshop. Mr. Guerra stated there is a need to deal with these problems, <br />but felt it needed to start with education and parent involvement. Mr. Cox agreed that it involved <br />the entire community and suggested the Council take some sort of action. <br />Mayor Moore introduced an Executive Session pursuant to the Government Code, Section <br />551.071, to discuss pending litigation (Sierra Club vs. San Antonio) and matters where the City <br />Attorney's ethical duty to the City clearly conflicts with Government Code Chapter 551 (430 acre <br />annexation; GBRA Surface Water Project Agreement; Flynn Subdivision development incentive <br />proposal); and Section 551.074, to discuss evaluation of public employees (City Manager, City <br />Attorney, City Secretary, Municipal Court Judge).
