76 <br />Regular Meeting <br />August 26, 1996 <br />Page 5 <br />someone is connected <br />problem with them, is <br />Gilley advised it is. <br />to the City's sewer lines and there is a <br />it covered under current ordinance, and Mr. <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />y AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1995-96 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE GARY JOB CORPS <br />WASTEWATER EXTENSION PROJECT; AND DECLARING AN EMERGENCY. <br />Mr. Gilley stated this is to put money in place for the City's <br />portion of the cost of the wastewater line from Gary Job Corps into <br />the City. The plans for this service have changed to relocate the <br />lift station and oversize the line, and will open up a much larger <br />area for wastewater service, including the area along Highways 21 <br />and 80 all the way into the River Road area. It will benefit the <br />community generally and will discontinue Gary Job Corps Center's <br />discharge into the Blanco River. They will receive the same quality <br />treatment the rest of the City has. Ms. Hughson asked if this is <br />the time to discuss the use of grey water going back out to the <br />fields. She stated she has been told water and wastewater lines <br />cannot be placed in the same trench, but should the Council now <br />discuss this. Mayor Moore asked if grey water could be treated and <br />used at the fields and Quail Creek Country Club, or should the <br />wastewater project be completed and then consider a re-use line. <br />Mr. Gilley stated no specific thought has been given to partial <br />treatment and is not sure how that would work. Mr. Gilley stated <br />the sludge disposal and quality issues would still have to be dealt <br />with. Mr. Gilley stated he is not rejecting that possibility, but <br />there would have to be separate treatment facilities from the <br />current plans to do that. Bringing the water back to the fields to <br />use for irrigation purposes after treatment can be done but he does <br />not know what the estimated cost would be. Mr. Gilley stated it <br />would probably be somewhere in the order of $1 million plus. Mayor <br />Moore stated this could benefit Quail Creek, and Mr. Gilley agreed. <br />He stated he does not think Quail Creek and all the City's fields <br />combined could begin to use the volume of water that would be <br />available. Ms. Hughson stated we may want to consider Alternate <br />Route No. 2 that goes by Quail Creek if there is any interest in <br />pursuing this. Mr. Guerra moved for adoption of the Ordinance on <br />emergency and Ms. Hughson seconded the motion. Mr. Hart asked what <br />an alternative source of funding would be, and Mr. Gilley stated the <br />issuance of debt. There would not be fund balance to cover an <br />expenditure of this nature. Mayor Moore stated capital recovery <br />fees are designed to increase handling capacity, and Staff thinks <br />this use does that, and Mr. Gilley agreed. Mayor Moore stated the <br />U. S. Department of Labor would become a sewer customer as well as a <br />water customer, and Mr. Gilley stated that is correct. Ms. Hughson <br />wanted to know where the Council stood on the grey water issue, and <br />Mr. Hart stated this matter needs to be discussed at a later time, <br />as this Ordinance deals with moving money. Mr. Mihalkanin asked <br />where this money would come from, and Mr. Gilley advised from impact <br />fees. The Council then voted unanimously for adoption of the <br />Ordinance on emergency. <br />Mayor Moore introduced for consideration reconsideration of a Zoning <br />Ordinance.
