Kyle, III, John Holtennann, Bob Sappington, Earl Moseley, George Forrester, <br />JVfike Dishman, David Chiu, Dianne Wassenich, Ken Pitzer, Reed Parr and others. <br /> <br />Mayor Moore called the meeting to order at 6:30 'p.m. <br /> <br />Mayor Moore introduced an Executive Session pursuant to the Government Code, Section <br />551.071, to discuss pending litigation (Sierra Club V. San Antonio), and matters where the City <br />Attorney's ethical duty to the City clearly conflicts with Government Code Chapter 551 (Water <br />Conservation Ordinance revisions, tourism development and economic development contracts). <br />Ñfr. Guerra moved the Council adjourn into Executive Session at 6:40 p.m. and Ñfr. Hernandez <br />seconded the motion, which passed unanimously. <br /> <br />Ms. Hughson moved to reconvene ITom Executive Session at 8:59 p.m. and "Mr. Hernandez <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Moore introduced a discussion regarding funding for tourism promotional services. <br />Mayor Moo~e asked the City Manager to explain the fonnal bidding process. iYfr. Gilley <br />explained the competitive bidding process was for acquisition of specific professional services. <br />He stated this was not a nonnal process for proposals, that the City also had a Request For <br />r ¡ Proposals (RFP) process. Ñfr. Gilley stated each bidding process had to develop specification <br />!! requirements depending upon what the City was going to purchase, also the prices for the service. <br />'- RFP's also had to develop specifications, which may be more flexible, depending upon what the <br />City wanted to achieve. He stated the RFP's were proposals on merits and the prices were <br />negotiable depending on the services needed. Mayor Moore stated the Council had received a <br />number of proposals for funding from the tourism promotional services budget. After review, it <br />was the consensus of the Council they were going to make a decision based on the following <br />issues: 1) What we hope to accomplish, our goals as a community. 2) Qualifications and ability <br />to carry out those goals. 3) Structure best for carrying out those goals. 4) Allocation of funds. <br />Susan Clifford, Vice-President of the :Hispanic Chamber of Commerce, stated the :Hispanic <br />Chamber had succeeded in new challenges and was ready to become independent of the Chamber <br />
