54 <br />Regular Meeting April 8, 1996 - Page 2 <br />Mayor Morris introduced approval of three board appointments to the Construction Board of <br />Adjustments and Appeals. Mayor Moms moved to reappoint Randy Chipman and Herb Sanchez, <br />which passed unanimously. Mayor Morris requested the other appointment be made at the next <br />Council meeting. <br />Mayor Morris introduced approval of two board appointments to the Emergency Medical <br />Services Board. Mr. Moore moved to table these appointments until after EMS had completed <br />their budget and Mr. Cox seconded the motion, which passed unanimously. Mayor Morris <br />suggested staggering these terms so both City appointments would not expire at the same time. <br />Mayor Morris introduced approval of one board appointment to the Senior Citizens Facilities <br />Advisory Board. Mr. Guerra moved to appoint Ernesto Hernandez, which passed unanimously. <br />Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE ABANDONMENT OF THE ALLEYWAY <br />CONNECTING THE 1400 BLOCKS OF GIRARD STREET AND FURMAN STREET; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE DEEDS,,TO ABUTTING <br />PROPERTY OWNERS; AND DECLARING AN EMERGENCY. <br />Mr. Moore moved for adoption of the Ordinance on emergency and Mr. Cox seconded the <br />motion. Mr. Guerra moved to amend the Ordinance to three readings and Mr. Hernandez <br />seconded the motion. Dr. Howard Yeargan stated the project had already been delayed in the <br />Planning Department because of posting procedures and it was also pulled from the last Council <br />meeting because the City Attorney was out of town. Mr. Guerra withdrew his amendment and <br />Mr. Hernandez agreed. The Council then voted unanimously for adoption of the Ordinance on <br />emergency. <br />Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 110.084 OF THE CITY CODE TO DECREASE THE <br />M 1';IMUM WIDTH OF SIDEWALKS FOR LOTS OTHER THAN SINGLE=FAMILY <br />AND TWO-FAMILY RESIDENTIAL LOTS FROM SIX FEET TO FIVE FEET; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mr. Moore moved for approval of the Ordinance on first reading and Mr. Mooney seconded the <br />motion. Mr. Patterson stated the Planning and Zoning Commission had reviewed the sidewalk <br />standards. The Council then voted unanimously for approval of the Ordinance on first reading. <br />Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 14 - BUILDINGS AND BUILDING <br />REGULATIONS, BY ADOPTING THE MOST RECENT BUILDING CODE <br />REVISIONS; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br />Mr. Mooney moved for approval of the Ordinance on first reading and Mr. Moore seconded the <br />motion, which passed unanimously. <br />Mayor Morris introduced for consideration reconsideration of two Zoning Ordinances. The <br />Council did not wish to reconsider the Ordinances. The captions read as follows:
