Mr. Guerra stated <br />individuals make their own decisions to go to Austin. Mr. Moore <br />stated he would be willing to try this on a trial basis. Mr. Taylor <br />advised the Council the City can have the extension of hours for a <br />period of time for all of the City for all the days it is allowed. <br />Comal County is trying to rescind late hours and are being sued, <br />because establishments selling alcoholic beverages are claiming they <br />have a right to have late hours and not have this rescinded. Mayor <br />Morris stated she has talked with downtown owners who are not <br />opposed to the extension of hours but who do want more police <br />presence in the downtown area. Mr. Moore stated he does not think <br />extended hours is a right, and responsible performance must be <br />achieved. Rick Travis stated they clean up their own litter and <br />thinks there needs to be full-time maintenance to clean up all of <br />the area. Mr. Hernandez stated New Braunfels/Comal County is <br />flip-flopping on this issue, but he does not think all businesses <br />will want to stay open until 2:00 a.m. Mr. Cox stated Rick Travis <br />and Fred Guerra are persuasive. Mr. Cox thinks there is an alcohol <br />problem, and if the business owners think there is an economic <br />problem with the limitation of time, this was a known issue when <br />they opened business. He stated the need for police protection in <br />the downtown area is an ongoing concern, and thinks it would be a <br />bad move to extend the hours. Kenneth Manning who owns the Draft <br />Choice Sports Bar stated they cut drinking off for those who drink <br />to excess. They are sure few drink to excess in the downtown bars. <br />Colonel Dishman who owns the Tap Room stated their doorman takes <br />someone home when they are intoxicated and tows their car for $30. <br />They pick up their trash when they close at night, and when they <br />open each morning, they pick up whatever trash accumulates over <br />night. Colonel Dishman stated they can control what happens inside <br />their establishment, but do not have control of those who are going <br />to Austin and elsewhere.
