<br />21 <br />Regular Meeting January 22, 1996 Page 8 <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley had <br />no report at this meeting. <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br />Mayor Morris introduced the City Council's Report. (1) Mr. Guerra <br />asked for clarification of our fleet card management. Mr. Gilley <br />advised the bid the City awarded earlier in the agenda can take care <br />of the City/s needs. No one else chose to bid. With the volume of <br />fuel the City uses/ we must either bid or have our own system. We <br />have tried having our own system in the past and do not recommend <br />doing that again. (2) Mr. Hernandez advised the Council the second <br />week in February, he will attend a TAMAAC Meeting in Monterrey and <br />will unofficially visit Santiago. (3) Mr. Cobb has been advised by <br />the Texas Parks and Wildlife they have a building available to be <br />moved at our cost to relocate, reconstruct and provide foundation. <br />It was consensus to look into this possibility and to discuss this <br />matter with Jose Gil (Parks Master Plan) as to placement. (4) Mr. <br />Mooney attended the C.E.F. Awards Dinner and accepted a certificate <br />on behalf of the City. (5) Mayor Morris reminded the Council of the <br />Bastrop Workshop February 22 and 23 and the possibility of staying <br />overnight. (6) Mr. Cox is serving on a task force for a radio <br />station. The task force is chaired by Phil Neighbots. (7) Mr. <br />Mooney had a birthday on January 5, 1996. <br />Mayor Morris introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to discuss pending litigation <br />(Barshop vs. Medina County U.W.C.D.; Sierra Club vs. Babbitt) and <br />matters where the City Attorney's ethical duty to the City clearly <br />conflicts with Government Code Chapter 551 (private water supply <br />companies¡ GBRA surface water cooperation); and Section 551.074, to <br />discuss evaluation of a public officer (City Manager) and duties of <br />a public officer (Mayor). Mr. Mooney moved to adjourn into <br />Executive Session at 11:25 p.m. and Mr. Moore seconded the motion. <br />On roll call the following vote was recorded: <br /> AYE: Moore, Mooney, Cox, Hernandez. <br /> NAY: Guerra. <br />ABSTAIN: None. <br />(Mayor Morris and Mr. Hart not present to vote on this item). <br />Mr. Guerra moved to reconvene at 1:18 a.m. and Mr. Hernandez <br />seconded the motion/ which passed unanimously. <br />The meeting adjourned at 1:18 a.m. on motion made by Mr. Moore and <br />seconded by Mr. Mooney.
