nonCDBGDRfundstobeexpendedoneachactivity;beginningandcompletiondatesof <br />activities;achievedperformanceoutcomes;statusofquarterlyspendingestimatesand <br />completiontargetsforeachproject;andtheraceandethnicstatusofpersonsassistedunder <br />directbenefitactivities.QuarterlyreportstoHUDwillbesubmittedusingtheDRGRsystemand <br />within3daystheCityofSanMarcoswillpostthesubmittedreporttoitsofficialwebsite. <br />I.DisasterRecoveryWebsite <br />TheCitywillmaintainaDisasterRecoverywebsitethatprovidescitizenswithcriticalinformationon <br />projectscope,budgetanddeliverystatus.TheRecoverywebsite,atSMTXFloodRecovery.com,will <br />provideaccesstoCDBGDRplans,proceduresandprojectreports.Itisaseparatesitedesignedspecifically <br />foranddedicatedtotheCityofSanMarcosCDBGDRRecoveryplanandactivity.Thesitewillbe <br />monitoredandupdatedbytheCommunicationsDepartment. <br />Allcriticalinformationwillbeupdatedatleastquarterly.ActionPlans,Amendments,Performance <br />ReportsincludingallactivitiesasdescribedintheCDBGDRActionPlan,QuarterlyReports,andtheCitizen <br />ParticipationPlanwillbeavailableonthissite.InformationwillbesubmittedtoCommunicationsDirector <br />afterreviewbySeniorCDBGDRstaff. <br />SECTION3:TREASURYMANAGEMENT <br />A.Investments TheDirectorofFinance,ordesigneeshallpromptlydepositallCityfunds,including <br />advancepaymentofHUDfunds,withtheCity'sdepositorybankinaccordancewiththeprovisionsof <br />thecurrentdepositorybankagreement.TheDirectorofFinance,ordesigneewillthenpromptlyinvest <br />allfundsinanynegotiableinstrumentthattheCityCouncilhasauthorizedundertheprovisionsofthe <br />StateofTexasPublicFundsInvestmentActandinaccordancewiththeCityCouncilapproved <br />InvestmentPolicy. <br />B.Cash TheCity'scashflowwillbemanagedtomaximizethecashavailabletoinvest.Suchcash <br />managementwillentailthecentralizationofcashcollectioncenterssuchasutilitybills,buildingand <br />relatedpermitsandlicenses,parksandrecreation,andothercollectionofficeswhereappropriateand <br />feasible.Idlecashpositionwillbedetermineddailytomaximizeinterestincome.Theunderlying <br />themewillbethatidlecashwillbeinvestedwiththeintentto1)safeguardassets,2)maintainliquidity, <br />and3)maximizereturn. <br />TheCitycontractswithaFinancialInstitutionrequiredtocomplywiththeStateofTexasPublicFunds <br />InvestmentActwhichdefinesacceptableinvestments.Fundsretainedforoperationsaremaintained <br />ininsuredinterestbearingaccountstotheextentfeasiblewhilemaintainingcashflowliquidity. <br />TheCityFinanceDepartmentwilluseappropriatechecksigningtechnologytosignallcheckswiththe <br />signaturesoftheCityManagerandDirectorofFinance.Checksigningtechnologyissecuredbythe <br />FinanceDirectorordesignatedstafftopreventunauthorizedaccess. <br />C.Signatories TheCityManager,AssistantCityManager,andDirectorofFinanceareauthorized <br />signatoriesonallCitydepositorybankaccounts.Anywithdrawal,transferorpaymentofCityfunds <br />requiresaminimumoftwosignatures. <br />CITYOFSANMARCOSCDBGDRFINANCIALPOLICIES&PROCEDURESMANAUAL10|P <br />AGE <br /> <br />
