F.Staffing <br />TheCitywilloverseeallactivitiesandexpendituresoftheCDBGDRGrantwithstaffingasoutlinedinthe <br />organizationchartfoundonthepreviouspage.TheCitywillhireadditionalstafftosupportanincreased <br />volumeoffundingandprojectsresultingfromtheCDBGDRaward.Inaddition,toensureeffective <br />financialmanagementofCDGBDRfunding,theCitymayutilizeadditionalresourcesincludingcontracted <br />staffandexternalconsultantsfortaskswhichmayinclude: <br />Assessingandimplementinggrantspecificinternalcontrolsovercompliancerequirements; <br />MonitoringprogramapplicantsforcompliancewithCDBGDRandDuplicationofBenefits <br />requirements; <br />Monitoringandreportingprogramperformance; <br />Subrecipientmonitoringandcompliance; <br />TechnicalAssistancewithHUDprogramandreportingrequirements;and, <br />Developmentofpoliciesandproceduresandotherprogramtemplatesforprogram <br />implementation <br />a) <br />AdequatePersonnelPersonnellevelswillbeadequatefortheCityFinanceDepartmenttooperate <br />effectively,provideadequateinternalcontrolandensuretimelyandaccuratefinancialreporting. <br />Currently,additionalstaffingincludesacontractedinternalauditor.Additionalstaffingmaybeadded, <br />asneeded.AllstaffingofHUDDRfinancialroleswillincludecompetentbackuppersonneladequately <br />trainedintheirrespectiveroleintheextendedabsenceofprimarystaff. <br />b)SegregationofDutiesΑAnadequatesegregationofdutiestopreventordetectfraud,abuse,errors <br />andirregularitieshasbeenestablishedbytheCityandisdetailedinthissection. <br />c)TrainingAllCitypersonnelwillbeheldaccountableforcommunicating,teaching,andsharing <br />withotherstaffmembers,informationandtrainingmaterialsacquiredfromseminars,conferences, <br />andrelatededucationefforts. <br />d)TechnicalAssistanceTheCitywillutilizeallavailablesourcesoftechnicalassistanceincluding <br />HUDsponsoredtrainingandonlineresources,HUDfundedtechnicalassistancethroughthefirm <br />CapitalAccess,technicalassistancethroughaMemorandumofUnderstandingwiththeTexasGeneral <br />LandOffice,andcontractedconsultants.TheCitywillalsomaintainacloserelationshipwithitsHUD <br />representativesandconsultthemthroughoutthedisasterprogramwhenguidanceisrequired.This <br />technicalassistancewillincreasethe/źƷǤ͸ƭcapacitytoimplementandadministertheCDBGDR <br />program. <br />G.LinesofAuthority <br />InestablishmentofitsCDBGDRProgram,theDisasterRecoveryTeamhasfocusedoncreatingacohesive, <br />crossfunctionalorganizationalstructurethatincorporatesbothhorizontalandverticallinesof <br />communication.Indoingso,theCityhasmetitsorganizationalgoalsto: <br />Createclearapprovalcontrolsthatprovidereasonableassurancethatappropriateindividuals <br />approverecordedtransactionsinaccordancewithƒğƓğŭĻƒĻƓƷ͸ƭgeneralorspecificcriteria; <br />Establishcontrolsoverthedesignanduseofdocumentsthatprovidereasonableassurancethat <br />transactionsandeventsareproperlydocumented,recorded,andauditable; <br />Assignsegregationofdutiestoeffectivelyreducetheopportunityforprogramparticipantsto <br />perpetrateorconcealerrorsorirregularitiesinthenormalcourseofduties; <br />CITYOFSANMARCOSCDBGDRFINANCIALPOLICIES&PROCEDURESMANAUAL14|P <br />AGE <br /> <br />
