The motion carried by the following vote: <br /> Motion to Amend: A motion was made by Mayor Pro-Tem Hughson, seconded <br /> by Council Member Mihalkanin,to amend Ordinance 2017-20 by striking 15 <br /> days and replacing it with 30 days under Section 2.462 (d). Consider approval of Ordinance 2017-21, on the first of two readings, amending <br /> Chapter 58 of the San Marcos City Code regarding Public Facilities, Parks and <br /> Recreation by eliminating the requirement of a verbal warning before issuance of <br /> citations for public display or consumption of alcoholic beverages in city parks, <br /> prohibiting charcoal grills in city parks, and limiting the use of shelters or tents in city <br /> parks; providing a savings clause; providing for the repeal of any conflicting <br /> provisions; and providing an effective date. <br /> Main Motion: A motion was made by Council Member Gregson, seconded by <br /> Deputy Mayor Pro Tem Prewitt, that Ordinance 2017-21 be approved. <br /> Discussion was held regarding the number of picnic tables that will be available <br /> in the river parks and the use of pop-up tents. Discussion regarding the <br /> possibility of increasing the fee for littering. Discussion regarding requiring <br /> park visitors to bring their own trash bags and trash bags that are made <br /> available by Staff. Discussion was held regarding styrofoam alternatives being <br /> available at convenience stores, and whether or not styrofoam should be <br /> banned from stores close to river parks. Staff will visit with local companies <br /> about the topic. Discussion regarding the addition of refreshment or food <br /> trailers in the parks that use recyclable materials instead of styrofoam.
