D. Administration and Interpretation of Provisions <br />The City Council shall administer (or cause the administration of) the PID, this SAP, and all <br />Annual Service Plan Updates consistent with the PID Act. <br />E. Severability <br />If any provision, section, subsection, sentence, clause or phrase of this SAP, or the <br />application of same to an Assessed Parcel or any person or set of circumstances is for any <br />reason held to be unconstitutional, void or invalid, the validity of the remaining portions of <br />this SAP or the application to other persons or sets of circumstances shall not be affected <br />thereby, it being the intent of the City Council in adopting this SAP that no part thereof, or <br />provision or regulation contained herein shall become inoperative or fail by reason of any <br />unconstitutionality, vividness or invalidity of any other part hereof, and all provisions of <br />this SAP are declared to. be severable for that purpose. <br />If any provision of this SAP is determined by a court to be unenforceable, the unenforceable <br />provision shall be deleted from this SAP and the unenforceable provision shall, to the <br />extent possible, be rewritten to be enforceable and to give effect to the intent of the City. <br />27 <br />
