135 <br />Regular Meeting April 26, 1999 Page 2 <br />traffic on Hopkins Street. 16. Angie Ramirez stated the neighborhoods of Barbara and Conway <br />Drive have a terrible smell. The smell is every day from morning until night time and is not <br />going to go away. She wants a date the smell will end and wants to see this item on an agenda. <br />Mr. Gilley stated he is willing to have a meeting on site in that neighborhood with the neighbors. <br />17. Brian Allmand stated he waives his time in regard to the smell on Barbara and Conway <br />Drive. <br />Mayor Moore introduced for consideration one appointment to the Main Street Advisory Board. <br />Mayor Moore moved to reappoint Kathi Castoldi, which passed unanimously (Mr. Doiron not <br />present to vote on this item). <br />Mayor Moore introduced for consideration one appointment to the Construction Board of <br />Adjustments and Appeals. Mr. Cox moved to appoint Scott Maupin, which passed unanimously. <br />Mayor Moore introduced for consideration one appointment to the Zoning Board of Adjustments <br />and Appeals. Mayor Moore requested this appointment be made at the next Council meeting. <br />Ms. Hughson requested Board Volunteer Interest Forms of individuals who are willing to serve <br />on the Planning and Zoning Commission, since their duties are similar. <br />Mayor Moore introduced for consideration three appointments to the Human Services Advisory <br />Board. Mayor Moore moved to appoint David Guenther. Marjorie Johnson and Martha Jackson <br />will be contacted before they are replaced. The Council will bring this item back later in the <br />meeting. <br />Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, <br />the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.19 ACRE TRACT OF PROPERTY LOCATED AT 108 LINDA LANE FROM "M" <br />SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT TO <br />"LB" LIMITED BUSINESS DISTRICT; INCLUDING PROCEDURAL PROVISIONS; <br />AND PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Ron Hart stated <br />he is representing Sam Isaacs for items 5.A, 5.B and 5.C and would answer any question's the <br />Council may have. There were no other speakers so Mayor Moore closed the public hearing. <br />Mr. Doiron moved for adoption of the Zoning Ordinance and Mr. Hernandez seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, <br />the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.68 ACRE TRACT OF PROPERTY LOCATED AT THE INTERSECTION OF <br />RIVER ROAD AND SMITH LANE FROM "M" SINGLE-FAMILY, DUPLEX AND <br />NEIGHBORHOOD BUSINESS DISTRICT TO "MF-3" MULTI-FAMILY DISTRICT <br />(HIGH DENSITY); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING <br />FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Ron Hart stated <br />he is representing Sam Isaacs for twelve units that are currently on the property. There were no <br />other speakers so Mayor Moore closed the public hearing. Ms. Hughson moved for adoption of <br />the Zoning Ordinance and Mr. Doiron seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, <br />the caption which was read as follows:
