142 <br />Regular Meeting April 26, 1999 Page 9 <br />Mayor Moore introduced the City Council's Report. Mayor Moore stated the Texas Department <br />of Transportation meeting will be held Wednesday in the morning at the Activity Center <br />regarding the Rail discussion. Mr. Doiron stated the Youth Work Force Development Board has <br />had tremendous help from the City to place individuals in jobs at the San Marcos Public Library. <br />The individuals will take a four hour training session and then match them with the appropriate <br />position. Mr. Doiron stated the Amber Plan started around Dallas a few years ago for a child that <br />was abducted by the name of Amber. A message is immediately broadcasted in all forms of the <br />media to call the 1-800 phone number for anyone who has seen the missing child. Mr. Doiron <br />stated he would like to have that started in Hays County and directed Staff to contact the phone <br />number for information. Mr. Doiron stated the Greenbelt Alliance with Parks Services has <br />grants, one being from the Department of Health for $2,500.00 for hiking trails. He would like to <br />set up a skateboard park for children to keep them off the streets. Mr. Hernandez stated this issue <br />has come up in the past, but the Council has concern about the liability issues involved. The <br />Council agrees to look at investigating how other cities set up their programs and the possibilities <br />of grants for this kind of program. Ms. Hughson stated the Texas Department of Transportation <br />will have their meeting in Burnet regarding TXDOT Projects in our district and April 30, 1999 is <br />the deadline to commit. Ms. Hughson wants to revisit the tracks on Hopkins Street instead of <br />Bishop and the Council agreed. Ms. Hughson wants a full report regarding the smell at the <br />Wastewater Treatment Plant as soon as possible. Mr. Gilley stated the Wastewater Treatment <br />Plant has been fully operational for the last three weeks and they have identified the source and <br />will provide the Council with a full report. Ms. Hughson stated what are the options regarding <br />Bowden Company's appeal. Mr. Taylor stated the appeal process can be placed as a discussion <br />item and the Staff will prepare a complete explanation for the basis of the award. The Council <br />will need to direct Staff on what to do next, or the Council can place this item as an action item <br />at the next regular meeting to cancel the contract that has been awarded already and reaward the <br />same contract to Bowden. Central Texas Roads has already begun their process for several <br />weeks now, but the City will have to pay them the cost they have incurred for work that they <br />were prepared to do. The Council agreed to have this item at the next regular meeting to <br />consider canceling the current contract. Ms. Hughson stated the need to look at street <br />abandonments and perhaps changing that process and the Council agrees to review the process. <br />Ms. Hughson asked when will the Council be receiving flood information. Mr. Gilley stated the <br />detailed information will be provided to the Council. <br />Mayor Moore introduced for consideration an Executive Session pursuant to the Government <br />Code, Section 551.071, to discuss matters involving the City Attorney's advice (1998 <br />Water/Wastewater Revenue Bonds); and Sections 551.072 and 551.073, to discuss the purchase <br />of real property (crosstown artery proposal) and exchange of real property (Comanche Street <br />Wells). Ms. Hughson moved to adjourn into Executive Session at 11:25 p.m. and Mr. Moseley <br />seconded the motion, which passed unanimously. <br />Mr. Mihalkanin moved to reconvene from Executive Session at 12:43 a.m. and Ms. Hughson <br />seconded the motion, which passed unanimously. <br />Mayor Pro-tem Cox introduced a discussion item regarding Comanche Street Wells and direction <br />to Staff. There is consensus of the Council to draft a letter to offer some options to Dr. Supple's <br />letter and the Council would like a copy before the final copy is signed by Mr. Cox. <br />Ms. Hughson moved to adjourn the meeting at 1:04 a.m. and Mr. Mihalkanin seconded the <br />motion, which passed unanimously. <br />f <br />Billy G.
