City Council Meeting Minutes September 19, 2017 Member Derrick,to approve Ordinance 2017-48, adopting the City's 2017-2018 Budget, on the second of two readings. The motion carried by the following vote: For: 7- Mayor Thomaides, Mayor Pro-Tern Hughson, Deputy Mayor Pro Tern Prewitt, Council Member Mihalkanin, Council Member Gonzales, Council Member Gregson and Council Member Derrick Against: 0 19. Consider approval of Ordinance 2017-49, on the second of two readings, setting the Property Tax Rate for the 2017 Tax Year at 61.39 cents on each $100 of taxable value of property that is not exempt from taxation; levying taxes for the use and support of the Municipal Government of the City for the Fiscal Year beginning October 1, 2017 and ending September 30, 2018; the 8.37 cent increase was approved by voters during the May 2017 Bond Election for debt retirement of and operational expenses for public safety and library projects; providing a Sinking Fund for the retirement of the bonded debt of the City. Mayor Thomaides made the announcement that State Law requires that the City hold two Public Hearings on the City's Proposed Tax Rate. Those public hearings were held on September 5th and 15th. The proposed tax rate was published in the local newspaper on August 20,2017 and has been viewable on the home page of the City's website as required. City council approved the Tax Rate Ordinance on first reading on September 5th. Today's agenda item is to approve the Tax Rate Ordinance on second reading and actually adopt the City's 2017 Tax Rate. Mayor Thomaide moved that the property tax rate be increased by the adoption of a tax rate of 61.39 cents per hundred,which is effectively a 16.87 percent increase in the tax rate. Council Member Gregson seconded this motion. Consider approval of Ordinance 2017-54, on first and final reading, authorizing the issuance and sale of $34,270,000 City of San Marcos, Texas, Combination Tax And Revenue Certificates of Obligation, Series 2017; (1) Constructing, Improving, Extending and Expanding City Streets, Bridges, Sidewalks, Bike Lanes, Pedestrian Lanes, Bus Stops, Parking, and Related Traffic Improvements Including Acquiring Any Necessary Rights-of-way and Equipment; (2) Constructing, Improving and Extending the City's Water and Waste Water System Including Acquiring Equipment; (3) Constructing, Improving and Extending the City's Electric Utility System Including Acquiring Equipment; (4) Constructing, Improving and Designing Existing Municipal Buildings to Include the Activity City of San Marcos Page 7
