Regular Meeting March 1, 1999 Page 3 3 Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION, SERIES 1999, IN THE AGGREGATE PRINCIPAL AMOUNT OF $2,500,000; PROVIDING FOR THE SECURITY FOR AND PAYMENT OF SAID CERTIFICATES; PRESCRIBING THE FORM OF SAID CERTIFICATES; AWARDING THE SALE THEREOF; APPROVING THE OFFICIAL STATEMENT; ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT; AND DECLARING AN EMERGENCY. Mr. Moseley moved for adoption of the Ordinance on emergency and Ms. Hughson seconded the motion, which passed unanimously. Mayor Moore introduced for consideration reconsideration of a Zoning Ordinance. The Council did not wish to reconsider the Ordinance. The caption of the Ordinance reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 3.02 ACRE TRACT OF PROPERTY LOCATED IN THE 4100 BLOCK OF IH35 SOUTH, FROM "A-R" (AGRICULTURAL-RANCH DISTRICT) TO "C" (COMMERCIAL DISTRICT); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore introduced for consideration approval of minutes of the Regular Meeting held February 22, 1999, approval of three Ordinances on second reading, adoption of four Ordinances on third and final reading, remove from the table and adoption of a Resolution, adoption of fourteen Resolutions and approval of use of General Fund Contingency Funds in the amount of $33,200.00 to allocate additional funds for the design and construction of the Tourist Information Center on consensus. The Council removed Items 10.D., remove from the table and adoption of a Resolution, 10.E.(4), 10.E.(6), 10.E.(10), 10.E.(13) and 10.E.(14), adoption of Resolutions, to be considered separately. Mr. Doiron moved for approval of the minutes of the Regular Meeting held February 22, 1999 (Mayor Moore abstaining), approval of the three Ordinances on second reading, adoption of the four Ordinances on third and final reading (Ms. Hughson abstaining to Item 10.C.[3]), adoption of the remaining nine Resolutions and approval of the use of General Fund Contingecy Funds for the Tourist Information Center on consensus and Mr. Mihalkanin seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DESIGNATING A REINVESTMENT ZONE NO. 13 PURSUANT TO CHAPTER 312 OF THE TEXAS TAX CODE, LOCATED ADJACENT TO THE 2300 BLOCK OF HUNTER ROAD; MAKING STATUTORY FINDINGS; AND DECLARING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2.211(B) OF THE CITY CODE TO CHANGE THE TERMS OF OFFICE FOR MEMBERS OF THE MAIN STREET ADVISORY BOARD FROM TWO YEARS TO THREE YEARS; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES.
