Mark V an Kleef <br />stated he would be available for any questions. Mayor Moore closed the public hearing. Mr. <br />Moseley moved for adoption of the Zoning Ordinance and Mr. Cox seconded the motion, which <br />passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and approval of Budget Policy <br />Statement for FY 1999-2000. Mayor Moore opened the public hearing and Mr. Hernandez <br />moved to table the item and for it to come back later in the meeting, since the public did not have <br />copies for their review, and Mr. Moseley seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 24.02 <br />ACRES, MORE OR LESS, LOCATED ADJACENT TO THE 4300 BLOCK OF <br />INTERSTATE HIGHWAY 35 SOUTH; APPROVING A SERVICE PLAN FOR THIS <br />TRACT; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE <br />DATE. <br />Mr. Hernandez moved to approve the Ordinance on first reading and Mr. Cox seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL <br />YEAR TO PROVIDE FUNDING FOR FLOOD RECOVERY EFFORTS AND <br />DECLARING AN EFFECTIVE DATE. <br />Mr. Mihalkanin moved to approve the Ordinance on first reading and Ms. Hughson seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and approval of Budget Policy <br />Statement for FY 1999-2000. Mr. Hernandez moved to remove this item from the table and Mr. <br />Mihalkanin seconded the motion, which passed unanimously. Mayor Moore opened the public <br />hearing and asked if anyone wished to speak. Dianne Wassenich stated under drainage there is <br />no mention of the nonpoint source pollution correction that she saw in the newspaper published <br />on Sunday March 21, 1999. Mayor Moore stated this is not a detailed budget. There were no <br />other speakers so Mayor Moore closed the public hearing. Discussion ensued. Mr. Moseley <br />moved to approve the Buget Policy Statement for FY 1999-2000 and Ms. Hughson seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration the consent agenda including approval of the Minutes <br />of the Regular Meeting held March 1, 1999, approval of an Ordinance on second reading, <br />adoption of three Ordinances on third and final reading, adoption of twenty-six Resolutions, <br />approval of $5,513.00 from the tourist account funds for the purchase of 2,500 lapel pins and 500 <br />booklets to promote tourism, and approval of Audit Report for fiscal 1998. The Council <br />removed items 8.D.(l), 8.D.(3), 8.D.(7), 8.D.(8), 8.D.(l6) and 8.D.(l7), adoption of Resolutions, <br />to be considered separately. Mr. Mihalkanin moved for approval of the Minutes of the Regular <br />Meeting held March 1, 1999, approval of an Ordinance on second reading, adoption of three <br />Ordinances on third and final reading, adoption of the remaining twenty Resolutions (Items <br />8.D.(22) and 8.D.(23) included in the motion was the approval of the final documents), approval <br />
