City Council Meeting Minutes October 2, 2017 <br />6:00 PM <br />V. 30 Minute Citizen Comment Period <br />Lisa Marie Coppoletta, stated that she would be requesting meetings with all <br />Council Members regarding the mold and split screen issues. She spoke about <br />her issues with the recent meeting that she had with the city manager about the <br />split screen. She stated that she was told by Kristi Wyatt and Jared Miller that <br />all citizen comments would have split screen, whether this was citizen comment <br />or Public Hearings. She feels we have lost transparency with the new <br />communication equipment that was installed. She referenced that the City <br />Manager told her that all reasonable accommodations would be made. She <br />says that it if it becomes an ADA this will need to be discussed. <br />Roland Saucedo, addressed the Council about his concerns about the <br />Residental Parking Program (RPP). He stated that a citizen was ticketed for <br />parking in front of his house because he didn't know the program had begun. <br />He stated there is still no RPP coordinator, but he understands due to the <br />strain on City Staff. He mentioned the Ordinance should state that anytime a <br />citizen requests a petition staff would be responsible for posting a sign that <br />notifies the neighborhood about this petition. He stated that this may need to <br />go before the Neighborhood Commission for them to work on. <br />CONSENT AGENDA <br />A motion was made by Council Member Mihalkanin, seconded by Council <br />Member Gregson, to approve the consent agenda. The motion carried by the <br />following vote: <br />For: 7 - Mayor Thomaides, Mayor Pro -Tern Hughson, Deputy Mayor Pro Tern Prewitt, <br />Council Member Mihalkanin, Council Member Gonzales, Council Member Gregson <br />and Council Member Derrick <br />Against: 0 <br />2. Consider approval, by motion, of the following meeting Minutes: <br />A) September 15, 2017 - Packet Meeting Workshop Minutes <br />B) September 19, 2017 - Regular Meeting Minutes <br />3. Consider approval of Ordinance 2017 -55, on the second of two readings, amending the <br />City's 2016 -2017 Fiscal Year Budget to include expenditures in the total sum of <br />$25,000.00 from State Seized Asset Funds to provide matching funds for a grant <br />received from the Office of the Governor, Criminal Justice Division to fund the conversion <br />of the Police Department's records management system from UCR summary data crime <br />reporting to the National Incident -Based Reporting System (NIBRS); and providing an <br />effective date. <br />City of San Marcos Page 2 <br />
