City Council Meeting Minutes October 13, 2017 <br />NON -CONSENT AGENDA <br />12. Ordinance 2017-56, on the first of two readings, amending Chapter 74 of the Code of <br />Ordinances to add a new Article 7 to provide a framework for the deployment of Network <br />Nodes and Node Support Poles in the right-of-way by Network Providers in accordance <br />with Senate Bill 1004 codified as Texas Local Government Code Chapter 284; providing <br />a savings clause; providing for the repeal of any conflicting provisions; and providing an <br />effective date. <br />13. Appointment of an ad hoc Extraterritorial Jurisdiction (ETJ) member to the Impact <br />Fee Advisory Committee. <br />14. Appointment to fill two vacancies on the San Marcos Youth Commission. <br />15. Discussion regarding the transfer of City Council compensation funds out of the <br />General Fund to another City fund. <br />The City Council held discussion and asked questions regarding items on the <br />agenda for the October 17, 2017 Regular City Council Meeting, to wit Items <br />(1-15). <br />Item #4 Tom Taggart, Public Services Director introduced Graham Moore, <br />Executive Director of the Alliance Regional Water Authority. Mr. Moore <br />provided a brief presentation to Council regarding the issuance of obligations <br />of the Alliance Regional Water Authority Contract Revenue Bonds and the <br />projects associated with these funds. The Texas Water Development Board <br />approved $213 million in project financing. The total San Marcos will be <br />responsible for is $76.52 million which will be broken into three debt issuances <br />coinciding with project phasing. The first will be $11.45 million this year, <br />$30.80 million in 2019 and $34.27 million in 2021. <br />Item # 6 Council asked that Staff include a description of what Maximo is <br />within the caption language. This will be updated on the agenda for Tuesday <br />evening. <br />Item #9 Council would like to have an outline or action plan in place for this <br />Resolution. However, the first step will be approval of the Resolution and then <br />Staff will begin working on the details after further discussion on Tuesday <br />evening. <br />No other direction was provided. <br />III.
