• Coordinate with San Marcos Electric Utility Company (SMEU) and provide them pole <br />locations & lamp details. The Engineer shall not conduct electrical and voltage drop <br />calculations to determine wire and conduit sizes, and details of electrical services <br />required along the project corridor; SMEU will conduct internal analysis for this task. <br />• The Engineer will develop photometric and illumination plans for the sidewalk on the <br />south side of E Hopkins St. Based on City's Conceptual Urban Corridor Design <br />Guidelines, the Engineer will evaluate if existing light poles on the south side of E <br />Hopkins St. may be used to install new lamps to illuminate the sidewalk/SUP. <br />• Conduct warrant analysis to check if E Hopkins St / Riverside Dr. and E Hopkins St / <br />Library Dr. meet any of the warrants required to install a new traffic signal or a <br />pedestrian hybrid signal. <br />• Analyze appropriate lane configuration for the southbound approach on Charles Austin <br />Dr. Analyze appropriate signal phasing that may be required due to modified lane <br />assignment. <br />• Summarize findings of the analysis in a technical memorandum. <br />• Determine TxDOT, LGPP, City of San Marcos, TCEQ, and applicable permitting <br />requirements for limits of project. <br />• Prepare Utility Conflict exhibit and conflict analysis spreadsheet. <br />• Prepare Easement/ROW exhibit — if applicable. <br />• Perform internal quality control review <br />• Submit Preliminary Engineering Report to the City for approval <br />IV. Environmental and Public Involvement Services <br />• Technical reports shall be produced in support of the Categorical Exclusion Scope <br />Development Tool. The City and TxDOT will provide final confirmation regarding which <br />reports will be necessary. Technical reports must be provided to TxDOT with sufficient <br />detail and clarity to support environmental determination(s). <br />• Environmental technical reports shall include appropriate NEPA or federal regulatory <br />language in addition to the purpose and methodology used to deliver the service. <br />Technical reports will include sufficient information to determine the significance of <br />impacts. Anticipated technical reports are listed below: <br />o Categorical Exclusion Scope Development Tool <br />o Historic Resources Project Coordination Request <br />■ This Scope of Services does not provide for the preparation of a <br />Research Design, Historic Resources Survey, or Historic Resources <br />Survey Report. If required, these services can be provided under an <br />additional scope and fee <br />o Archeological Resources Background Study <br />■ This Scope of Services does not provide for an Archeological Survey <br />or Data Testing and Recovery services. If required, these services can <br />be provided under an additional scope and fee <br />o Hazardous Resources Initial Site Assessment <br />o Biological Evaluation Form/Tier 1 Site Assessment <br />o Community Impact Assessment — this would be limited to a discussion of the <br />benefits of the additional MUP and a brief discussion of potential impacts to <br />parks and recreational resources <br />
