104 <br />Regular Meeting April 12, 1999 Page 6 <br />BARKER DRIVE; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT; <br />AND DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE RELEASE OF A BLANKET WATER EASEMENT AND RIGHT-OF-WAY <br />LOCATED AS TO REAL PROPERTY OWNED BY BOBCAT INNS, LTD. IN THE 200 <br />BLOCK OF FOREST DRIVE, COMMONLY KNOWN AS THE TREEHOUSE APARTMENTS; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE A RELEASE AND QUITCLAIM; AND <br />DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />EXPRESSING THE CITY'S OPPOSITION TO H.B. 2916, PENDING IN THE 76TH <br />TEXAS LEGISLATURE; AND DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT REGARDING THE USE <br />OF PARKING SPACES ALONG WOOD STREET BETWEEN THE CITY AND ST. MARK'S <br />EPISCOPAL CHURCH; AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Cox introduced for consideration Item 9.D.(1) removed from the consent <br />agenda, adoption of a Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE FORMAT FOR FLOOD MITIGATION ASSISTANCE SUBRECIPIENT <br />AGREEMENTS BETWEEN THE CITY AND VARIOUS INDIVIDUALS FOR FISCAL YEAR <br />1999 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br />Ms. Hughson moved for adoption of the Resolution and Mr. Hernandez <br />seconded the motion. Mr. Gilley advised the Council approximately a half <br />dozen homes qualified for this funding. Mr. Doiron asked for information <br />to be provided regarding how many requested funds, how many were provided <br />funds and how much of the funding remains. Mr. Moseley asked if the City <br />could buy these homes. Mr. Gilley responded there is a $5,000 limit and <br />this program does not do that. The applications for this funding are for <br />flood damage with a limit of $5,000 for demolition. Mr. Gilley will <br />provide recommendations for use of the remaining funds. The Council voted <br />unanimously for adoption of the Resolution. <br />Mr. Cox introduced for consideration Item 9.D.(6) removed from the consent <br />agenda, adoption of a Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS SUPPORTING <br />THE TRANSFER OF EXTRATERRITORIAL JURISDICTION FROM THE CITY OF AUSTIN <br />TO HAYS COUNTY CITIES; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Doiron moved for adoption of the Resolution and to include the <br />revisions provided by Mr. Taylor at Ms. Hughson's request and Mr. <br />Hernandez seconded the motion, which passed unanimously. <br />Mr. Cox introduced for consideration Item 9.D.(10) removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />EXPRESSING THE CITY'S POSITION ON LEGISLATION PENDING IN THE 76TH <br />TEXAS LEGISLATURE; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Hernandez moved for adoption of the second version of the Resolution <br />provided to the Council and Mr. Mihalkanin seconded the motion. Ms. <br />Hughson moved to amend the Resolution to delete PART 2 of the Resolution
