106 <br />Regular Meeting April 12, 1999 <br />Page 8 <br />stated Staff would look at funding sources and bring information to the <br />Council. <br />Mr. Cox introduced the City Manager's Report. Mr. Gilley advised the <br />Council there would be a one-day workshop in Dallas, the Carver Institute, <br />a policy governance model, and Dr. Carver will actually be making the <br />presentation. <br />Mr. Cox introduced the City Attorney's Report. Mr. Taylor had no report. <br />Mr. Cox introduced the City Council's Report. (1) Mr. Hernandez asked <br />that Staff be directed to assist Felix Reyna with his problems. Mr. <br />Moseley suggested he be given a period of time to make corrections. Mr. <br />Gilley advised some of the problems are life safety issues although Mr. <br />Reyna indicated they were minor, some actually may not be. Once a <br />residence is inhabited it may be difficult to get the problems corrected <br />if the certificate of occupancy is issued. There is also litigation <br />involved, but the Planning Department can continue to discuss these <br />matters with Mr. Reyna. (2) Mr. Doiron requested an update on the <br />progress of the Development Ordinance Review Task Force and wants to know <br />their focus. (3) Ms. Hughson stated she and four others on the <br />Development Ordinance Review Task Force attended a TML Land Use Seminar in <br />Houston last week. She thought it was a good meeting and wants Planning <br />and Zoning Members to attend it. She stated it may be offered in Austin <br />in September. (4) Ms. Hughson stated there will be a statewide <br />transportation enhancement 1999 program in Burnet on April 15 and Bastrop <br />on April 20, and she will be attending the meeting in Burnet. (5) Mr. <br />Doiron asked if the City is interested in having a day at the legislature. <br />(6) Mr. Moseley stated the Council needs to revisit the Gravel Street <br />issue on the agenda and need to have an executive session. Ms. Hughson <br />would like Mr. Gilley to report on the individual visits. (7) Mr. <br />Mihalkanin stated regularly in October there is a Planning and Zoning <br />seminar. Ms. Hughson stated the terms of office need to coordinate so <br />they can go and requested Staff bring something to enable this <br />coordination. <br />Mr. Cox introduced an Executive Session pursuant to the Government Code, <br />Section 551.071, to seek the City Attorney's advice (development incentive <br />proposal-Hays Energy, L.P.); and Sections 551.072 and 551.073, to discuss <br />exchange of real property (Comanche Street Wells). Mr. Hernandez moved <br />the Council adjourn into Executive Session at 9:30 p.m. and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br />Mr. Mihalkanin moved to reconvene at 11:00 p.m. and Mr. Hernandez seconded <br />the motion, which passed unanimously. <br />Mr. Cox introduced a discussion regarding Comanche Street Wells. Bill <br />Nance of SWT stated the University appreciates the good work done by Mark <br />Taylor in this matter. Mr. Cox advised there was no consensus of the <br />Council in this matter and no direction to Staff. <br />The meeting adjourned at 11:03 p.m. on motion made by Mr. Mihalkanin and <br />seconded by Mr. Doiron. <br /> <br />Ed Mihalkanin <br />Council Member <br />oe B.
