City Council Meeting Minutes January 10,2018 <br /> Discussion was held regarding creating a protocol on how issues are addressed. <br /> Discussion was held regarding Council Members having individual newsletters <br /> to send out to their constituents. Discussion was held regarding public <br /> comment periods with deadlines and ensuring that deadlines are adhered to. <br /> Discussion was held regarding utilization of Boards and Commissions. <br /> E. Infrastructure <br /> • City Facilities Master Plan <br /> o A future Work Session is planned to have an update on all bond projects <br /> and staff will include facilities as well. <br /> F. Transportation <br /> •Public Transit <br /> o Discussion regarding funding for Public Transit,transit oriented districts <br /> and encouraging non-automobile parking in the downtown area. <br /> •Master Plan <br /> o Laurie Moyer,Director of Engineering and CIP,provided the Council <br /> with an update and that it will be coming before Council soon. Discussion was <br /> held regarding the inclusion of fiscal notes and having a standard template for <br /> projects that would evaluate the true impact on City resources. <br /> G. Community Partners <br /> •Regional Cooperation <br /> o Discussion about having 2 or 3 Council Members appointed to a <br /> committee for School District, County and University. Council will discuss <br /> this further on 1/19/18 during the Council committee discussion. <br /> •Relationship with School Board <br /> o Discussion was held regarding having a joint State of the City/State of the <br /> School District event. <br /> H. City Operations <br /> •Customer Service provided by City employees <br /> • City Staffing levels <br /> o Mr. Lumbreras stated that both of these are going to be addressed by his <br /> work plan. <br /> Following discussions related to all of the above the City Council drafted their <br /> 5 priorities. <br /> •Community Partners <br /> • Transit <br /> • <br /> • Workforce Housing <br /> City of San Marcos pages <br />
