Chapter 3: Mitigation Strategy <br />“The heart of the mitigation plan is the mitigation strategy, which serves as the long-term blueprint <br />for reducing the potential losses identified in the risk assessment. …describes how the community will <br />accomplish the overall purpose, or mission of the planning process.” <br />-FEMA Local Mitigation Planning Handbook, 2013 <br />The Mitigation Strategy is made up of: <br />•Mitigation Goals <br />•Mitigation Actions <br />•Action Plan <br />Mitigation strategy activities were concluded at a 3rd MPC meeting held from 1 pm to 4 pm on February <br />13, 2017 at the Hays County Government Center in San Marcos, Texas. During the meeting, the MPC <br />conducted 5 activities to update the mitigation goals, actions and action plan. Set/Update Mitigation Goals <br />The goals set forth in the mitigation strategy drive the overall direction and pulse of the mitigation <br />strategy. The MPC reviewed the 2011 Mitigation Goals during the MPC Mitigation Strategy meeting and <br />held a group discussion to consider modifying them. <br />2011 Hays County Hazard Mitigation Plan Goals (rescinded) <br />Goal 1: Make Hays County more flood resistant <br />Goal 2: Improve emergency preparedness in Hays County <br />G oal 3: Reduce HAZMAT incidents and corresponding transportation accidents <br />Goal 4: Reduce exposure and damages from wildfire and urban fires <br />Goal 5: Minimize risk of loss of life and damages from tornadoes (and high winds) <br />Goal 6: Reduce the impact of drought in Hays County <br />Goal 7: Mitigate the impacts of extreme heat <br />Issue: <br />Issue: Additional hazards were profiled for the plan update and would necessitate additional goals <br />being written for each one. <br />Issue: Further interrelated water conservation efforts were not specifically mentioned. <br />Through careful consideration, it was determined that broader goals would serve the plan better than the <br />hazard-specific goals from the 2011 plan. <br />64 <br /> <br />
