article shall have a height of not less than 36 inches and not more than 54 inches <br /> (including the base); a width of not less than 15 inches and not more than 25 inches. <br /> and a depth of not less than 12 inches and not more than 21 inches. <br /> (fib Physical requirements. Any newsrack requiring a permit under this <br /> article shall meet the following requirements: <br /> (1) A newsrack shall be manufactured from 20-gauge or thicker zinc <br /> coated steel. <br /> Be made of solid material on all sides; no wire or other open form <br /> of newsrack will be permitted. <br /> (3) All hinge rods and springs on a newsrack shall be made of steel. <br /> (4) Coin mechanisms, if any, shall be housed in the body of a newsrack <br /> or in armored heads made from 12-gauge or thicker steel welded or <br /> bolted to the body of a newsrack. <br /> (5) The door of a newsrack shall be constructed with a window opening <br /> to display clearly the front page of the current edition, and the <br /> window opening shall be covered by plastic manufactured from no <br /> less than .060"polycarbonate clear plastic material. <br /> (6) Newsrack door handles shall be a loop-style handle with a minimum <br /> one-inch clearance, designed to allow a person to slip his hands <br /> easily in and out of the handle. <br /> (7) Newsrack door springs shall meet the tension requirements of the <br /> Americans with Disabilities Act. <br /> (8) The design of a newsrack shall not create a danger to the persons <br /> using the newsrack. <br /> id Any newsrack requiring a permit under this article shall comply with <br /> federal, state and local laws and regulations including, without limitation, the <br /> Americans with Disabilities Act,Texas Accessibility Standards,and other laws and <br /> regulations relating to barrier-free design. <br /> Sec. 74.214. Placement and location. <br /> A person may not install, use or maintain a newsrack on any public <br /> right-of-way if the newsrack: <br /> Endangers public safety <br />
