Call To Order With a quorum present,the special meeting of the San Marcos City Council was called to order by Mayor Thomaides at 4:33 p.m. Tuesday,February 6, 2018 in the City Hall Conference Room, 630 E. Hopkins,San Marcos,Texas 78666. II. Roll Call Present: 5- Mayor Pro Tern Lisa Prewitt, Council Member Saul Gonzales, Council Member Melissa Derrick, Mayor John Thomaides and Council Member Ed Mihalkanin Absent: 2- Deputy Mayor Pro Tem Scott Gregson and Council Member Jane Hughson 1. Receive a presentation and hold discussion regarding provision of dockless bike sharing services in San Marcos. Bert Lumbreras,City Manager, introduced the item and provided information related to a potential partnership with Texas State University related to alternate modes of transportation,and introduced Kevin Burke,Economic Development and Downtown Administrator,who provided the presentation. Mr. Burke provided a presentation related to a dockless bike share program. He provided the benefits and risks to the additional mode of transportation. He provided that Staff has drafted a joint REP (request for proposals)with Texas State University and explained that preference would be given to any vendor that committed to utilizing a local bicycle repair shop. Mr. Burke provided the next steps regarding issuing the joint RFP, reviewing and awarding the contract, entering into an Interlocal agreement with Texas State and then explained that vendor service would begin. Council consensus was to move forward with the RFP process. Mr. Lumbreras provided that we do not want to see what has happened in other Cities to happen here. That is why he wants to review the vendors performance within that first 6-months of operation. City of San Marcos Page 1
