City Council Meeting Minutes January 30,2018 <br /> Staff recommended moving forward with identifying funding, bringing back a <br /> contract for Council consideration, recruiting volunteers, educate the public <br /> and begin enforcement following a 45-day implementation timeline. The <br /> Council was in agreement with the Staffs recommendation. <br /> 2. Receive a work session presentation and hold discussion regarding a recommendation <br /> by the Chief of Police for the creation of a Police Citizen Advisory Panel to enhance the <br /> Police Departments ability to receive and consider community feedback and address <br /> community concerns and problems. <br /> City Manager Lumbreras introduced this item and provided an overview of the <br /> discussion. He provided that in the wake of Senate Bill 4,Police Departments <br /> across the State found themselves having to either build or rebuild <br /> relationships with minority segments of their communities. Media coverage <br /> surrounding the bill led to a great number of misconceptions about the role of <br /> local police in the enforcement of Federal immigration laws. The San Marcos <br /> Police Department has been proactive in communicating with our minority <br /> communities in the form of various outreach events,social media, and one on <br /> one conversations.At a recent City Council meeting,one citizen asked Council <br /> to consider the creation of a citizen's review board for the police department. <br /> Since that time,Police Chief Chase Stapp has conducted research into the <br /> various models of citizen police input bodies being used around the country. <br /> Chief Stapp provided the Council with a presentation regarding a <br /> recommendation for the creation of a Police Citizen Advisory Panel to <br /> enhance the Police Department's ability to receive and consider community <br /> feedback and address concerns and problems. He reviewed several examples of <br /> Citizen Review Boards, including models from the City of Austin and the City <br /> of San Antonio. Chief Stapp reviewed his key take-aways from an article <br /> published in The Police Chief,Oct 2015. He reviewed lessons learned by <br /> Fruita,Colorado. Chief Stapp reviewed the local practices and the 2017 <br /> complaints: seven discourtesy (two substantiated) & one attentiveness. Two <br /> serious internal complaints that led to two employee resignations. <br /> Chief Stapp provided his recommendations related to the creation of the <br /> Chiefs Advisory Panel. He advised that it consist of a 9-member panel and <br /> that the City Manager and himself should make the selections.He encouraged <br /> recent graduates of the Citizen Police Academy, no felonies or convictions of <br /> moral ineptitude. Council suggested that the Council provide names to the <br /> City Manager and Chief Stapp, and allow them to make the final decision. The <br /> composition of the panel should be four citizens, four police department <br /> members (both sworn & not sworn),and a Texas State University facilitator. <br /> Chief Stapp will provide an annual report to the Council no later than a year <br /> of operation. Council direction was to move forward with the <br /> recommendations as proposed with the exception of Council providing the <br /> car of San Marcos Page 2 <br />
