71 <br />SAN hfARCO <br />City of San Marcos CDBG-DR Program <br />Action Plan Q <br />Substantial Amendment #6 <br />Public Notice <br />During the 30 -day comment period, requests for comments to Substantial Amendment <br />No. 6 to the CDBG-DR Action Plan were requested from the public via the following <br />methods: <br />• A legal notice in Spanish and a legal notice in English requesting comments to <br />Substantial Amendment No. 6 to the CDBG-DR Action Plan were posted to the <br />www.smtxfloodrecovery.com website March 30, 2018 <br />• A legal notice in Spanish and a legal notice in English requesting comments to <br />Substantial Amendment No. 6 to the CDBG-DR Action Plan were published in <br />the San Marcos Daily Record newspaper April 1, 2018. <br />Public Hearing <br />A public hearing was held May 1, 2018 during the City Council meeting to address <br />comments concerning Substantial Amendment No. 6 to the CDBG-DR Action Plan. <br />Comments Received <br />During the City Council meeting on May 1, 2018, one resident spoke in favor of the <br />Substantial Amendment No. 6. After the City Council, meeting four residents expressed <br />their support of the agenda item to city staff. <br />City Council Approval <br />The City Council approved Substantial Amendment No. 6 to the CDBG-DR Action Plan <br />during the City Council meeting May 1, 2018. <br />Content being added, changed, or amended by this document: <br />1. Housing Activities <br />The City of San Marcos was awarded $33,794,000 to address the impact of the <br />floods of 2015. Substantial Amendment No. 6 to the Community Development <br />Block Grant — Disaster Recovery Action Plan will expand the Housing Program <br />under the Owner -Occupied Rehab/Reconstruction Program to include the <br />Reconstruction on City -Owned Property Program which provides an opportunity <br />for Applicants that would otherwise not be eligible for the CDBG-DR program to <br />receive benefits in the form of a no cost to Applicant City -Owned Residential Lot <br />and a CDBG-DR financed stick built home. <br />2. CDBG-DR Budget <br />Substantial Amendment No. 6 to the CDBG-DR Action Plan expands the Owner -Occupied <br />Rehab/Reconstruction Program to include the Reconstruction on City Owned Property <br />Program (RCOP), thus no changes were made to the CDBG-DR Budget. <br />
