Systemwide Land Use Assumptions for the Implementation of Impact Fees <br /> Benchmark Data <br /> Documenting historical growth trends and base year data provides a benchmark for future land use assumptions. <br /> Much of this data exists and is readily available at the City level,however the Service Area Boundaries for Water <br /> and Wastewater do not correspond with the City Limits Boundary (see Appendix Water CCN-20 1 6 and <br /> Wastewater CCN-2016). City level data is discussed initially below because it is used as a basis for determining <br /> the necessary Benchmark Data for each of the service areas.The City level data can be used for comparison and <br /> to verify the validity of service area benchmark data. <br /> Population — City Wide <br /> This section documents historic and current year population and residential permit data for the City. <br /> For the purposes of this analysis,the January 1, 2017 City of San Marcos population estimates are used as the base <br /> year population.The City's population estimation methodology is the most conservative method and was confirmed <br /> as reasonable and accurate by the State Demographer of Texas. <br /> Residential permit data is based on the City of San Marcos,Planning and Development Services Department records <br /> for Certificates of Occupancy(CofO) issued in a given year. <br /> The following tables document historical population and permit data and trends. <br /> Table: Historical Population Growth Rate <br /> City of San Marcos,Texas <br /> Year Population`' % Change <br /> 1950 9,980 -- <br /> 1960 12,713 27.4% <br /> 1970 18,860 48.4% <br /> 1980 23,420 24.2% <br /> 1990 28,743 22.7% <br /> 2000 34,733 20.8% <br /> 2010 44,894 29.3% <br /> 2017 59,338" 32.2% <br /> *Source: US Census Bureau <br /> **Source: City of San Marcos, January 1, 2017 Population Estimate <br /> Methodology—Gather decennial US Census Bureau data.
