Systemwide Land Use Assumptions for the Implementation of Impact Fees <br /> Benchmark Data <br /> Documenting historical growth trends and base year data provides a benchmark for future land use assumptions. <br /> Much of this data exists and is readily available at the City level,however the Service Area Boundaries for Water <br /> and Wastewater do not correspond with the City Limits Boundary (see Appendix Water CCN-20 1 6 and <br /> Wastewater CCN-2016).
