Outer appearance. <br /> A. Purpose.The purpose of a certificate of appropriateness is 4. Construction and reconstruction, including fences and <br /> walls; 3. The first 50%of the depth of any existing principal building <br /> from the facade adjacent to a public right-of-way; <br /> 2. Alteration, additions, restoration and rehabilitation; <br /> 4. Any addition to a building or structure that projects beyond <br /> 3. Relocation; an existing building's front or side wall and roof plane <br /> envelope regardless of distance from the public right-of- <br /> 4. Signage; <br /> way; <br /> 5. Construction or reconstruction of a parking lot; 5. The entirety of any new principal building construction on <br /> 6. Construction or reconstruction of an appurtenance; a vacant lot; <br /> 7. Exceptions.A certificate of appropriateness is not required for <br /> the following activities: <br /> 1. Changes in color to a structure's exterior; <br /> 2. Interior arrangements for structures in a local Historic <br /> District or at a local Historic Landmark; <br /> 3.
