(1) Advise the city council, the city manager, and the other boards and <br /> commissions that are appointed by the city council. <br /> (2) Advise on issues of importance to the overall quality of <br /> neighborhoods in the City of San Marcos as referred to the <br /> commission by the city council, other appointed boards and <br /> commissions of the city, or city staff. <br /> (3) Foster better university/city relations in an effort to promote <br /> understanding between students of the Texas State University and <br /> non-student residents of the community. <br /> (4) Advise on methods and means of maintaining and enhancing the <br /> visual quality of the city, and provide guidance for city programs <br /> related to maintaining and enhancing the visual quality of the city's <br /> neighborhoods and gateways. <br /> (5) Advise on matters and issues related to code enforcement activities <br /> that affect the overall quality of neighborhoods. <br /> (b) Development Neighborhood services staff will provide <br /> administrative support to the commission as necessary. <br /> SECTION 4. Chapter 2,Article 3,of the San Marcos City Code is hereby amended to add <br /> a new Division 5 as set forth below. <br /> DIVISION 5. RESERVED ZONING BOARD OF ADJUSTMENTS <br /> Secs. 2.151. 2.170. Reserved Membership; eligibility; training qualification <br /> requirements. <br /> (a) The Zoning Board of Adjustments (ZBOA) shall consist of five <br /> regular members and two alternates appointed by City Council, for terms of two <br /> years. <br /> (b) All regular members and alternates shall reside within the City <br /> limits. <br /> (c) A newly appointed member must attend an orientation meeting with <br /> the director of planning and development services. <br /> Sec. 2.152. Rules and regulations. <br /> The zoning board of adjustments will adopt rules and regulations to govem <br /> its proceedings. These rules must be consistent with this Code and state law. <br />
