a. The name and address of the person making the appeal. <br /> b. The facts surrounding the particular ruling or refusal to make <br /> a ruling,specifically how,in the opinion of the owner,access <br /> has been denied. <br /> c. The ruling, if any, of the city engineer. <br /> d. The reasons why the ruling should be set aside or, if the <br /> ruling was refused, why the ruling should be made. <br /> (2) Appeal of the closure must be filed in writing with the director of <br /> the certified mail notice of the closure was delivered. The notice of <br /> -et a date for a h uring to be held no later than 30 days allcr the date <br /> via certified mail of the h . ing date and time. The planning and <br /> for-opeirl'fr <br /> (3) The person making the appeal shall send copies of the appeal-te-the <br /> city engineer and to the city attorney at the same time the app al is <br /> planning and zoning commission. <br /> ('1) Within a period of 30 45 days from the filing of the appeal with the <br /> planning and zoning commission, the commission shall hear the <br /> appeal, together with the testimony of all parties concerned, and <br /> make a written statement of findings of fact and a ruling within ten <br /> days of the conclusion of the hearing. In hearing the appeal, the <br /> planning and zoning commission shall not consider waiving or <br /> setting aside the requirements of this article,but shall only consider <br /> the proper interpretation of this article. <br /> Sec. 74.193. Site layout and construction standards. <br /> Sidewalks, driveway approaches, curbs, gutters, pavements and <br /> appurtenances on public property and other facilities to provide access to abutting <br /> property shall be constructed,provided,altered or repaired in accordance with-6ity <br /> of Austin Standard Specifications" the city's standard specifications and details as <br /> maintained in the Engineering Department and as prescribed by the following <br /> standards: <br />
