a water meter fee established by the city council for each city installed meter. <br /> (e) All water facilities connected to the City's water system shall be <br /> capable of providing water for heath and emergency purposes, including fire <br /> protection as required in Chapters 14 and 38 of this Code. <br /> (of) In this section: <br /> (1) Apartment house means a building or buildings containing five or <br /> more dwelling units which are occupied primarily for nontransient <br /> use, including a residential condominium whether rented or owner <br /> occupied, and if a dwelling unit is rented, having rental paid at <br /> intervals of one month or longer. <br /> (2) Manufactured home rental community means a property on which <br /> spaces are rented for the occupancy of manufactured homes for <br /> nontransient residential use and for which rent is paid at intervals of <br /> one month or longer. <br /> (3) Multiple use facility means a commercial or industrial park, office <br /> complex or marina with five or more units which are occupied <br /> primarily for nontransient use and are rented at intervals of one <br /> month or longer. <br /> SECTION 31. Section 86.176 of the San Marcos City Code is hereby amended as set <br /> forth below. <br /> Sec. 86.176. Rules and regulations; line extension policy. <br /> The city council is authorized and directed to promulgate, revise, amend <br /> and supplement the city electric utility rules and regulations for electric service,and <br /> the city's line extension policy(collectively the "rules and regulaions") subject to <br /> the following: <br /> (1) The city council may propose changes to the rules and regulations <br /> only at a public meeting, to which notice is given as required by the <br /> Texas Open Meetings Act,V.T.C.A., Government Code, § 551.001 <br /> et seq. <br /> (2) Proposed rules and regulations must be published twice in a <br /> newspaper of general circulation in the city, and notice of a public <br /> hearing must be given with the publications not more than 22 days <br /> or less than eight days before the public hearing is held. <br /> (3) Adoption of proposed rules and regulations by the city council may <br /> occur after a public hearing has been closed and not more than 30 <br />
