On roll call the following vote was <br />recorded: <br /> <br />AYE: Mihalkanin, Moore, Cox. <br /> <br />NAY: Hughson, Moseley, Hernandez. <br /> <br />ABSTAIN: Doiron (affidavit of disclosure filed - out of Chambers during <br />this matter). <br /> <br />rhe motion failed. <br /> <br />Mayor Moore introduced a discussion regarding the General Election date <br />for City Elections. The Legislature provides authority for the City <br />Council to change the election date from the first Saturday in May to the <br />first Tuesday after the first Monday in November. The Council must make <br />this determination by December 31, 1999. Ms. Hughson stated she was <br />against changing the City's election date and listed several reasons. <br />Mayor Moore, Mr. Mihalkanin and Mr. Cox agreed with Ms. Hughson. Mr. <br />Hernandez stated he is interested in the City having a different election <br />date, but does not think the November option would be a date to change to. <br />It was consensus of Council not to change from the May election date. <br /> <br />Mayor Moore introduced a discussion regarding dates for the Preliminary <br />Budget Workshop and the Policy Statement Workshop. It was consensus of <br />Council to set the Preliminary Budget Workshop for January 14 and 15, 2000 <br />and the Policy Statement Workshop for February 11 and 12, 2000. <br /> <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley introduced <br />the new Public Works Director to the Council, Mr. Richard Mendoza. <br /> <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no <br />report at this meeting. <br /> <br />Mayor Moore introduced the City Council's Report. (1) Mr. Moseley advised <br />the Council several Resolutions were considered at the TML Business <br />Meeting held on Saturday at the Conference in Dallas. Mr. Moseley stated <br />the delegates at the business meeting voted to leave the annexation <br />resolution "as is", to study further how to deal with white tail deer <br />being a nuisance in certain communities, and the introduction by the City <br />of Fort Worth to recycle or have deposits on certain glass containers. <br />Mr. Moseley stated the TML Conference in Dallas was a good conference. <br />(2) Mr. Hernandez advised the Council he was unsuccessful in getting the <br />endorsement of the Texas Municipal League of his nomination to the <br />National League of Cities Board of Directors. Mr. Hernandez stated he <br />plans to continue his efforts to seek a seat on the NLC Board. (3) Mr. <br />Moseley stated he would bring a budget for the Census Committee after <br />their next meeting. (4) Mr. Mihalkanin noted that Council had expressed <br />support for changing some laws regarding property evaluations to offer tax <br />breaks for the downtown area specifically. He would like a status report. <br />(5) Ms. Hughson stated that while at the TML Conference in Dallas, she <br />toured the 3-1-1/9-1-1 facility at City Hall. Ms. Hughson also mentioned <br />some cities have removed the citizen comment portion from agendas due to <br />legislative changes regarding the Open Meetings Act in connection with <br />staff and third party briefings. TML is waiting on an Attorney General <br />opinion on this matter. <br /> <br />Mayor Moore introduced an addendum, a discussion regarding a proposed <br />development moratorium. Mr. Cox stated he wanted to discuss two brief <br />proposals regarding the Development Ordinance Task Force. (1) He <br />requested the Council direct Staff and the Development Ordinance Task <br />Force to expedite their review and recommendations regarding the Ordinance <br />involving development over the Edwards Aquifer, and that the Council has <br />indicated this to be a priority issue for the Council. (2) Mr. Cox also <br />expressed the need for Staff to bring to the next meeting the time frames <br />
