<br />73. <br />Regular Meeting October 11, 1999 Page 4 <br /> <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AIRPORT PROJECT PARTICIPATION AGREEMENT BEtWEEN THE CITY <br />AND THE TEXAS DEPARTMENT OF TRANSPORTATION FOR GRANT FUNDING FOR AN <br />AIRPORT MASTER PLAN FOR THE SAN MARCOS MUNICIPAL AIRPORT; AUTHORIZING <br />TXDOT TO ACT AS THE CITY'S AGENT IN IMPLEMENTING THE AIRPORT <br />IMPROVEMENTS SPECIFIED UNDER THE GRANT; AUTHORIZING THE CITY MANAGER <br />TO EXECUTE THE AGREEMENT AND RELATED DOCUMENTS ON BEHALF OF THE CITY; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AMENDMENT NUMBER THREE TO THE LEASE OF CITY PROPERTY TO THE <br />SAN MARCOS AREA CHAMBER OF COMMERCE; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THE AMENDMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT BETWEEN THE CITY AND CARTER & BURGESS, INC. <br />FOR PROFESSIONAL SERVICES IN CONNECTION WITH THE WATER LINE <br />ENCASEMENTS PROJECT; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS <br />AGREEMENT ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Moore introduced Item 9.B. (5) removed from the consent agenda, <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AMENDMENT NO.1 TO THE AGREEMENT WITH BROWNING-FERRIS, INC. <br />TO INCREASE RATES FOR COLLECTION AND DISPOSAL OF RESIDENTIAL SOLID <br />WASTE AND RECYCLABLE MATERIALS; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THE AMENDMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moseley moved for adoption of the Resolution and Mr. Cox seconded the <br />motion. Mr. Hernandez has received lots of phone calls regarding missing <br />collection days on a regular basis. Neighborhoods have gone uncollected. <br />Richard Medina stated BFI has added an additional truck and said the <br />scheduled times for collection may have changed, but BFI is giving better <br />service. Mr. Medina stated he has received only one complaint from the <br />neighborhood Mr. Hernandez is referring to and that the City received one <br />to two complaints per week regarding BFI service. Anyone with collection <br />problems can call the City or BFI directly. Linda Rife of BFI stated they <br />had worked closely with the downtown area to clean up downtown. She <br />provided the Council with a copy of a letter signed by the Downtown <br />Association President, Rob Robinson, thanking BFI for successfully <br />addressing their concerns. Ms. Rife also reviewed with Council a handout <br />of a BFI monthly report regarding recycling participation, recycling <br />volumes and customer service calls. On roll call for adoption of the <br />Resolution the following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Doiron, Moore, Moseley, Cox. <br /> <br />NAY: Hernandez. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Moore introduced for consideration removing from the table and <br />adoption of an Ordinance on emergency, the caption which reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />INCREASING THE RATE FOR COLLECTION AND DISPOSAL OF RESIDENTIAL SOLID <br />WASTE AND RECYCLABLE MATERIALS; INCLUDING PROCEDURAL PROVISIONS; AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. Doiron moved to remove the Ordinance from the table and Mr. Cox <br />seconded the motion, which passed unanimously. Mr. Moseley then moved for <br />adoption of the Ordinance on emergency and Mr. Cox seconded the motion. <br />On roll call for adoption of the Ordinance on emergency, the following <br />vote was recorded: <br />
