Mr. Lowe advised the repair is only to the area of the shoot, which will still require the environmental issues to be addressed and further stated the environmental issues seem to be governing the process. Mr. Doiron moved to amend Section 58.070(c) (1) to add the following language at the end of the sentence, "and not involved in grounds keeping or other routine maintenance activities within the curfew area," and Mr. Mihalkanin seconded the motion. On roll call the following vote was recorded: AYE: Mihalkanin, Hughson, Doiron, Moore, Moseley. NAY: Cox, Hernandez. ABSTAIN: None. The motion passed. Ms. Hughson moved to amend Section 2 from 90 days to "60" days and Mr. Mihalkanin seconded the motion. On roll call the following vote was recorded: AYE: Mihalkanin, Hughson, Doiron, Cox. NAY: Moore, Moseley, Hernandez. The motion passed. On roll call for adoption of the Ordinance on emergency, the following vote was recorded: AYE: Mihalkanin, Hughson, Moore, Cox. NAY: Doiron, Moseley, Hernandez. ABSTAIN: None. The Ordinance required five votes of approval to be adopted on emergency. With the approval of four votes of the Council, the Ordinance was approved on first reading. Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 FISCAL YEAR TO PROVIDE AN EXPENDITURE LINE ITEM FOR THE GBRA WATER TRANSMISSION LINE DEBT PAYMENTS AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Doiron seconded the motion, which passed unanimously. Mayor Moore introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DESIGNATING CITY COUNCIL MEMBERS AS VOTING DELEGATE AND ALTERNATE VOTING DELEGATE FOR THE CITY AT THE ANNUAL BUSINESS MEETING OF THE TEXAS MUNICIPAL LEAGUE TO BE HELD IN NOVEMBER, 1999; AUTHORIZING THE MAYOR TO EXECUTE ANY DOCUMENTS INCIDENT TO THE DESIGNATIONS; AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for adoption of the Resolution and to amend to add the name of Earl Moseley, Jr. in Part 1 and Jane Hughson in Part 2 and Mr. Doiron seconded the motion. On roll call the following vote was recorded: AYE: Mihalkanin, Doiron, Moore, Cox, Hernandez. NAY: None.
