<br />103 <br />Regular Meeting October 25, 1999 Page 4 <br /> <br /> <br />The motion failed. Ms. Hughson asked Mr. Lowe what specifically would be <br />repaired or replaced. Mr. Lowe advised the repair is only to the area of <br />the shoot, which will still require the environmental issues to be <br />addressed and further stated the environmental issues seem to be governing <br />the process. Mr. Doiron moved to amend Section 58.070(c) (1) to add the <br />following language at the end of the sentence, "and not involved in <br />grounds keeping or other routine maintenance activities within the curfew <br />area," and Mr. Mihalkanin seconded the motion. On roll call the following <br />vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Doiron, Moore, Moseley. <br /> <br />NAY: Cox, Hernandez. <br /> <br />ABSTAIN: None. <br /> <br />The motion passed. Ms. Hughson moved to amend Section 2 from 90 days to <br />"60" days and Mr. Mihalkanin seconded the motion. On roll call the <br />following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Doiron, Cox. <br /> <br />NAY: Moore, Moseley, Hernandez. <br /> <br />The motion passed. On roll call for adoption of the Ordinance on <br />emergency, the following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Moore, Cox. <br /> <br />NAY: Doiron, Moseley, Hernandez. <br /> <br />ABSTAIN: None. <br /> <br />The Ordinance required five votes of approval to be adopted on emergency. <br />With the approval of four votes of the Council, the Ordinance was approved <br />on first reading. <br /> <br />Mayor Moore introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 FISCAL YEAR TO <br />PROVIDE AN EXPENDITURE LINE ITEM FOR THE GBRA WATER TRANSMISSION LINE <br />DEBT PAYMENTS AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. <br />Doiron seconded the motion, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration adoption of a Resolution, the <br />caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DESIGNATING CITY COUNCIL MEMBERS AS VOTING DELEGATE AND ALTERNATE <br />VOTING DELEGATE FOR THE CITY AT THE ANNUAL BUSINESS MEETING OF THE <br />TEXAS MUNICIPAL LEAGUE TO BE HELD IN NOVEMBER, 1999; AUTHORIZING THE <br />MAYOR TO EXECUTE ANY DOCUMENTS INCIDENT TO THE DESIGNATIONS; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Hernandez moved for adoption of the Resolution and to amend to add the <br />name of Earl Moseley, Jr. in Part 1 and Jane Hughson in Part 2 and Mr. <br />Doiron seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Mihalkanin, Doiron, Moore, Cox, Hernandez. <br /> <br />NAY: None. <br />
