FOR THE <br />PURCHASE OF LUMINAIRES FOR THE ELECTRIC UTILITY DEPARTMENT; <br />AUTHORIZING THE PURCHASING MANAGER TO EXECUTE CONTRACT DOCUMENTS ON <br />BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE RELEASE OF THE CITY ELECTRICAL EASEMENT LOCATED ON A <br />PORTION OF REAL PROPERTY OWNED BY ERWIN W. HAGEDORN IN THE 1500 BLOCK <br />OF STOKES DRIVE; AUTHORIZING THE CITY MANAGER TO EXECUTE A RELEASE <br />AND QUITCLAIM DEED; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE ACQUISITION OF AN ELECTRICAL UTILITY EASEMENT FROM <br />BLACKBURN PROPERTIES OF TEXAS, LTD.; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley had no <br />report at this meeting. <br /> <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no <br />report at this meeting. <br /> <br />Mayor Moore introduced the City Council's Report. (1) Ms. Hughson stated <br />during the Union Pacific Operation Safety briefing, Union Pacific stated <br />more train accidents occur when a train is moving slower than 30 miles per <br />hour and asked if the City had an Ordinance establishing the speed of <br />trains. Mr. Gilley stated he thought the State had taken away City's <br />regulatory authority but would check to be sure. (2) Ms. Hughson stated <br />she had recently read an article in NLC's publication that some cities <br />were moving Halloween to the last Saturday of October (in place of October <br />31). She stated it was too late to consider this year but thought San <br />Marcos should look at this next year. One of the reasons cited is it <br />would still be daylight savings time and would be a safety factor. It was <br />consensus of Council to look at this in early 2000. <br /> <br />Mayor Moore introduced an Executive Session pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding <br />pending litigation, contemplated litigation, or other matters (drainage <br />utility fees); Sections 551.072 and 551.073, to discuss the following if <br />public discussion would have a detrimental effect on the City's position <br />in negotiations with a third person: purchase of real property (Sessom <br />Canyon area; Westover area) and exchange of real property (Lowman <br />Airfield/Schulle Canyon); and Sections 551.074, to discuss the evaluation <br />of public officers (Municipal Court Judge, City Secretary, City Attorney, <br />City Manager).
