GBRA has a signed contract with King Regional Water ~thority for <br />about a half million gallons per day out of the treatment plant and <br />another half million gallons per day with the City of Kyle, so they have <br />committed one million of the 1.5 million gallons per day reservation <br />amount. GBRA is negotiating with the City of Buda and other corporations <br />along IH35. (4) Canyon Reservoir Amendment to our Certificate of <br />Adjudication. GBRA has applied to TNRCC to increase the amount of water <br />that can be sold from the Canyon Reservoir from an average of 10,000 acre <br />feet per year to an average of 9,000 acre feet per year and TNRCC declared <br />the application administratively complete. GBRA filed the notices <br />required in the newspapers in August and received few protestants for an <br />application this complicated. GBRA has been working to answer their <br />concerns and some of the larger protestants have now rescinded their <br />requests for hearings. They will continue to try to resolve all the <br />concerns. GBRA would like to receive a letter of support from the City of <br />San Marcos and have received letters of support from most of the cities <br />and major industries throughout the river basin. Mayor Moore will prepare <br />a letter on behalf of the City. <br /> <br />Mayor Moore introduced a discussion regarding the continuation of the <br />Development Ordinance Review Task Force (Temporary). It was consensus of <br />Council to agendize the Development Ordinance Task Force extension for the <br />next meeting. <br /> <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley had no <br />report at this meeting. <br /> <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no <br />report at this meeting. <br /> <br />Mayor Moore introduced the City Council's Report. (1) Mayor Moore again <br />recognized Council Member Rick Hernandez for his appointment to the Board <br />of Directors of the National League of Cities. (2) Mr. Cox stated there <br />was a discussion at the National League of Cities Conference regarding e- <br />commerce not paying sales tax. The Council requested information in <br />advance to review regarding this subject. It was consensus to agendize <br />this matter in January. (3) The Council discussed when to agendize the <br />Edwards Aquifer Protection issue requested by the Council of Neighborhood <br />Associations. It was consensus of Council it may be premature to agendize <br />this matter and let it go through the process first with DORFT being the <br />first step. <br /> <br />Mayor Moore introduced an Executive Session pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding <br />pending litigation, contemplated litigation, or other matters (Drainage <br />Utility Ordinance implementation; Spring Lake Dam; Jorgenson vs. Doctor <br />Dreams Juice Machine). Mr. Mihalkanin moved to adjourn into Executive <br />Session at 9:37 p.m. and Mr. Doiron seconded the motion, which passed <br />unanimously. <br /> <br />Mr. Doiron moved to reconvene at 10:12 p.m. and Mr. Moseley seconded the <br />motion, which passed unanimously. <br /> <br />The meeting adjourned at 10:13 p.m. on motion made by Mr. Doiron and <br />seconded by Mr. Moseley. <br /> <br />ß~i.~ <br /> <br />, Billy G.
