Hopkins <br />San Marcos, Texas 78666 <br />Dear Mayor Moore and City Council Members: <br />149 <br />You have asked the Citizens Review Commission to review the Human Development <br />Commission (HDC) and make recommendations to the City Council. Because the HDC has <br />had difficulty meeting due to the lack of a quorum at its meetings, we have evaluated the work <br />of that commission to determine if changes are warranted in its structure. <br />The Human Development Commission was created in 1994 and is a combination of <br />the former Minorities Commission, Commission for Women, Youth Commission, and Fair <br />Housing Board. The various duties of those former boards and commissions were <br />consolidated into the single commission. Since its creation, the HDC has met only a few <br />times each year. <br />In a joint meeting on March 24, 1998, the Citizens Review Commission and the HDC <br />discussed the role of the HDC, and it was determined that its functions would be better served <br />by dissolving the HDC and assigning its responsibilities to other existing commissions and re- <br />establishing the Commission for Women. The following is the recommendation of the <br />Citizens Review Commission for assignment of those responsibilities. <br />Youth Activities- Parks & Recreation Advisory Board and PARD Staff. <br />Senior Activities- Senior Citizens Facilities Advisory Board <br />Minority and Fair Housing Issues Ethics Review Board <br />Women's Issues- Commission for Women and City Secretary's Staff <br />(Recommend at least one male commission member) <br />630 East Hopkins - San Marcos, Texas 78666 - 512/393-8100 - FAX 512/396-4656
