REGULAR '`MEETING AUGUST 10, 1998 PAGE 5 <br />A RESOLUTION OF THE CI^_Y COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AN AGREEMENT BETWEEN THE CITY AND PRO LINE VIDEO <br />FOR PROFESSIONAL SERVICES IN CONNECTION WITH THE IMPLEMENTATION <br />OF A TELEVISION SYSTEM; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THIS AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br />Ms. Hughson moved for adoption of the Resolution and Mr. Moseley <br />seconded the motion. Mr. Gilley stated initially only Council Meetings <br />will be covered. Staffing needs are not yet determined, and existing <br />Staff will be used initially. An operator is required. Mr. Taylor <br />stated we can strengthen the obligation of the contractor to provide <br />what we need. Ms. Hughson asked where the control room will be <br />located, and Mr. Gilley stated the copier room by the conference roor. <br />will be divided to accommodate the control room. Ms. Hughson asked if <br />the agenda and results of meetings would go in line with this, and Mr. <br />Gilley stated it could be done separate and apart from this and could <br />be provided on the existing cable station. Ms. Hughson asked who will <br />determine when the meetings will air, and Mr. Gilley stated we will <br />work this out with the cable company. Ms. Hughscn asked why the <br />language in Sections 8.3 and 8.4 was in this contract, and Mr. Taylor <br />advised this is common language in agreements of this kind. Mr. Gilley <br />stated he would go over the specific relationship with TCI before the <br />award. Mr. Hernandez asked if there would be public access on this <br />channel, and Mr. Taylor stated if the City wants to require public <br />access, we would need to negotiate this. Mr. Hernandez stated he does <br />not want us to lose control what is allowed and is supportive of <br />government use only. Mr. Taylor stated the TCI agreement will renew in <br />2010. 'Mr. Mihalkanin stated he wants information provided on all City <br />Boards. Ms. Hughson moved to table this matter and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br />:Mayor Moore introduced for consideration item 8.C.(7) removed from the <br />consensus agenda, adoption of a Resolution, the caption which was read <br />as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE CITY AND THE <br />SAN ANTONIO WATER'SYSTEM FOR A LEAK DETECTION PROGRAM; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT ON BEHALF <br />OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Mihalkanin moved for adoption of the Resolution and Mr. Moseley <br />seconded the motion. Mr. Gilley advised the Council this will entail a <br />complete investigation of the system. He stated he thinks it makes <br />good sense to do this periodically, and it will be done basically at <br />cost by the San Antonio Water System. The Council voted unanimously <br />for adoption of the Resolution. <br />Mayor Moore introduced for consideration Item 8.C.(9) removed from the <br />consensus agenda, adoption of a Resolution, the caption which was read <br />as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A CONTRACT BETWEEN THE CITY AND MAGNA FLOW <br />ENVIRONMENTAL, INC. FOR SLUDGE DISPOSAL SERVICES; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE THIS CONTRACT ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br />Ms. Hughson moved for adoption of the Resolution and Mr. Cox seconded <br />the motion. The present annual cost of hauling off the City's sludge <br />is $140,000-$150,000. Mr. Jenkins anticipates the initial cost to be <br />$.04 a gallon with an estimate of $180,000 annually. They cannot <br />guarantee the amount of sludge that will be generated, and the initial <br />cost will be higher but could go down later. Ms. Hughson wants to know <br />if we can determine where the sludge goes. Mr. Jenkins stated sludge <br />will be hauled to a large site using a large volume but could be hauled <br />to some fields once a year. He stated it is costly to haul sludge to <br />small, irregular tracts in a 7,000 gallon tank truck. He stated the <br />first year will be a learning experience. The contract with the <br />University will be at no cost for the first eighteen months. <br />Application to athletic fields is not included in this contract. Ms. <br />Huffman advised Cliff Caskey is involved in this project and will be <br />determining how much sludge can be used on City fields.
