7 REGULAR MEETING AUGUST 10, 1998 PAGE 7 Mayor Moore introduced the City Council's Report. (1) Mayor Moore attended Senator Kenneth Armbrister's Transportation Committee Meeting and expressed what is needed is more money for roads. (2) Mayor Moore stated last`-Friday he spoke with a local affordable housing developer. They want San Marcos to be the "poster child" for affordable housing development. (3) Ms. Hughson asked for a status on the change in the appeal process of the River Corridor Ordinance at the last meeting. Mr. Taylor stated it will be go to the Planning and Zoning Commission, then back to the Council. (4) Ms. Hughson asked when the budget would be on the agenda to discuss more issues on the table. It was consensus of Council to place this matter on the August 24 agenda. Mayor Moore introduced an Executive Session pursuant to the Government Code, Section 551.071, to discuss pending litigation (Valdez vs. City of San Marcos) and matters where the City Attorney's ethical duty to the City clearly conflicts with Government Code Chapter 551 (Development Incentive Agreement - Bishop Street area); Sections 551.072 and 551.073, to discuss purchase of real property (Schulle Canyon); and Section 551.074, to discuss duties of public officers (City Council Members). Mr. Mihalkanin moved to adjourn into Executive Session at 11:57 p.m. and Ms. Hughson seconded the motion, which passed unanimously. Mr. Mihalkanin moved to reconvene at 12:26 a.m. and Mr. Hernandez seconded the motion, which passed unanimously.
