There were no <br />speakers so Mayor Moore closed the public hearing. Ms. Hughson moved for adoption of the <br />Ordinance and Mr. Moseley seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and approval of an Ordinance on first <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DESIGNATING A REINVESTMENT ZONE NO. 12 PURSUANT TO <br />CHAPTER 312 OF THE TEXAS TAX CODE CONSISTING OF 472.88 ACRES OF <br />PROPERTY, MORE OR LESS, LOCATED ADJACENT TO CLOVIS BARKER <br />ROAD BETWEEN INTERSTATE 35 AND STATE HIGHWAY 123; MAKING <br />STATUTORY FINDINGS; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no <br />speakers so Mayor Moore closed the public hearing. Mr. Doiron moved for approval of the <br />Ordinance `on first reading and Mr. Moseley seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and an Ordinance on first reading, <br />the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, INCREASING WATER RATES ESTABLISHED UNDER SECTION 86.231 <br />OF THE SAN MARCOS CITY CODE; ESTABLISHING LIFELINE RATES FOR <br />WATER AND WASTEWATER SERVICES UNDER SECTIONS 86.231 AND 86.262 <br />OF THE SAN MARCOS CITY CODE; AND INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Dianne Wassenich <br />wants the city to find another way to manage the needs of the water and wastewater department <br />other than a rate increase. She hopes future expenditures from sales tax money are for important <br />items such as good water and wastewater lines. Tom McNair stated he agreed with Ms. <br />Wassenich and would like to add the wastewater rates have increased greatly in recent years. <br />There must be another source for the funds needed and wanted to know why so much is needed <br />now. No one else wished to speak, so Mayor Moore closed the public hearing. After extensive <br />discussion Council Members asked the City Manager to bring back alternatives to the 21 % <br />increase, such as, altering the rate structure. Mr. Cox moved for approval of the Ordinance on <br />first reading and Mr. Mihalkanin seconded the motion. Discussion ensued. On roll call the <br />following vote was recorded: <br />AYE: Moseley, Cox, Mihalkanin, Hughson, Moore. <br />NAY: Doiron. <br />ABSTAIN: None. <br />Mayor Moore introduced for consideration an Ordinance on emergency, the caption which was <br />read as follows: <br />AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, CALLING A BOND ELECTION TO BE HELD WITHIN SAID CITY; <br />PROVIDING FOR THE CONDUCT AND THE GIVING NOTICE OF THE <br />ELECTION; CONTAINING OTHER PROVISIONS INCIDENT AND RELATED TO <br />THE PURPOSE OF THIS ORDINANCE; AND DECLARING AN EMERGENCY.
