29 <br />Regular Meeting August 24, 1998 Page 5 <br />NAY: Hughson, Doiron. <br />ABSTAIN: None. <br />Mayor Moore introduced a discussion regarding the State Affordable Housing Program and <br />direction to staff. Mayor Moore stated a representative could not be present to make a <br />presentation and would like to bring this back to a future City Council Meeting once a <br />representative would be available. <br />Mayor Moore introduced a discussion regarding the 1998-1999 Budget and direction to staff. <br />Ms. Hughson stated at the end of the last budget meeting there were some issues she felt were <br />left unresolved. The first being a position for a Special Event Coordinator, either full-time or <br />part-time, and there were certain duties discussed in the last budget meeting. Mayor Moore <br />stated the position would be housed at the Parks & Recreation Department and discussed some of <br />the duties this individual would be doing with coordination with the Convention and Visitors <br />Bureau, Downtown Association, Main Street Association and various other groups to put on <br />special community events. Mr. Mihalkanin stated some of these groups are limited in the kind of <br />special events that can take place because of funds and from state mandate to the Main Street <br />Project that the coordinator cannot be helping outside of a designated area. Mayor Moore asked <br />Mr. Gilley to propose a salary and benefits to the Council for a Special Events Coordinator. Mr. <br />Mihalkanin stated it may be possible for the Convention and Visitors Bureau to fund, at least for <br />the first year, some of this individual's salary. Ms. Hughson stated the Convention and Visitors <br />Bureau should not fund more than 25% because CVB cannot fund local event. Mayor Moore <br />stated the CVB representatives should rate the issue and bring back the information to Mr. <br />Gilley. Ms. Hughson stated the second issue regarding an additional person in the City <br />Secretary's office is being requested and she will need more information. Ms. Hughson stated <br />she requested a list of items paid from the council related items account and she still does not <br />know what all the money has been spent on because the memo does not state dollar amounts. <br />Ms. Hughson stated in the tourist account, payment is made for a booth at TML that is a waste <br />of money and could be spent on other things such as a Special Events Coordinator. Mr. <br />Mihalkanin stated the Council needs to be careful about cutting costs and he would like the <br />amounts to be categorized. Ms. Hughson stated she has tried to obtain that information and it is <br />not yet been provided. Mr. Doiron stated he would like to see some numbers and Ms. Hughson <br />stated that the Council would need to request as a whole to obtain the information. Mayor Moore <br />stated that the Council would need to get with Ms. Womack to obtain the information. Mr. <br />Mihalkanin, Ms. Hughson and Mr. Doiron stated to do away with the TML booth. Mayor Moore <br />stated this subject requires more information and Mr. Mihalkanin suggested the Council discuss <br />this with Mr. Hernandez to ask him that question. Ms. Hughson asked Mr. Gilley about fee <br />increases discussed last year, some of which were implemented, due to be implemented and <br />some required more research, and if implementation of the rest of those was included in the <br />budget. Mr. Gilley answered not all of them because they are systematically being prepared at <br />this time. <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley had no report at this meeting. <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no report at this meeting. <br />Mayor Moore introduced the City Council's Report. Ms. Hughson stated a lot of good things <br />came out of the Water Workshop. Ms. Hughson asked Mr. Gilley when will the Council see <br />things come back for approval or implementation of the issues discussed. Mr. Gilley asked if <br />Ms. Hughson was referring to the conservation issues, and Ms. Hughson answered yes. Mr. <br />Gilley stated he would need direction from Council. His staff would prepare a list and then <br />direction can be made by the Council. Ms. Hughson stated that EDC and CVB appointments <br />were coming up very soon and her recommendation would be to appoint the first meeting in <br />September so that those individuals can attend orientation and get to work in October. Ms. <br />Hughson suggested to draw for the appointments of those individuals, and the drawing needs to <br />take place as soon as possible.
