City Council Meeting Minutes August 7,2018 <br /> Against: 0 <br /> Absent: 1 - Council Member Gonzales <br /> 22. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br /> against Ordinance 2018-20, amending the Official Zoning Map of the City by rezoning a <br /> 56.6098 acre, more or less, tract of land out of the Benjamin White Survey, the John <br /> Williams Survey and the T.H.W. Survey, located south of Old Ranch Road 12 and west of <br /> Craddock Avenue, from "FD" Future Development District To "SF-6" Single-Family <br /> District for the Mystic Canyon project; and including procedural provisions; and consider <br /> approval of Ordinance 2018-20, on the first of two readings. <br /> Shannon Mattingly,Director of Planning and Development Services, provided <br /> a brief update of the property that is requesting this zoning change. <br /> Mayor Thomaides opened the Public Hearing at 8:54 p.m. <br /> Those who spoke on this item: <br /> Greg Clayton,spoke as a citizen and stated there is alot of concern involving <br /> this development.He claimed no one in the neighborhood is completely <br /> satisfied with this rezoning. He made mention to the flooding issues that <br /> already occur in the neighborhood and this development could cause an <br /> increase. <br /> Bob Holder, stated that he lives in the neighborhood and that the neighbors <br /> are very concerned about these homes being developed. He stated that <br /> Ramona Circle and Lisa Lane flood because of these homes. Until the <br /> flooding issue is addressed this projects needs to wait. <br /> Jim,spoke as the developer and this will be large lot low density single family <br /> homes.He stated they have worked with Andy Grubbs who is a local geologist <br /> and he marked and designed to protect the karst features. He stated that they <br /> are very confident that they can navigate the environmental features. They <br /> have held community meetings. He stated he was here to answer questions. <br /> There being no further comments, the Mayor closed the Public Hearing at 9:02 <br /> A motion was made by Deputy Mayor Pro Tem Gregson, seconded by Council <br /> Member Mihalkanin,to approve Ordinance 2018-20,on the first of two <br /> readings.The motion failed by the following vote: <br /> For: 3- Deputy Mayor Pro Tern Gregson, Council Member Hughson and Mayor Thomaides <br /> City of San Marcos Page 12 <br />
