City Council Meeting Minutes August 7,2018 <br /> Pro Tern Prewitt, to approve Resolution 2018-130R. The motion carried by the <br /> following vote: <br /> For: 6- Mayor Pro Tern Prewitt, Deputy Mayor Pro Tern Gregson, Council Member Derrick, <br /> Council Member Hughson, Mayor Thomaides and Council Member Mihalkanin <br /> Against: 0 <br /> Absent: 1 - Council Member Gonzales <br /> 31. Consider approval of Resolution 2018-131R, establishing the San Marcos Innovation <br /> District; defining the boundaries of the district; creating and appointing members to a <br /> District Stakeholder Advisory Group; directing such advisory group to adopt a <br /> governance structure, conduct an audit of innovation ecosystem assets, and develop an <br /> action plan; and declaring an effective date. <br /> Councilmember Hughson inquired about the boundaries and asked that the <br /> District Stakeholder Advisory Group review the boundaries and whether the <br /> residential area of S. LBJ and S. Guadalupe should be included. <br /> A motion was made by Deputy Mayor Pro Tern Gregson,seconded by Council <br /> Member Mihalkanin,to approve Resolution 2018-131R. The motion carried by <br /> the following vote: <br /> For: 6- Mayor Pro Tern Prewitt, Deputy Mayor Pro Tem Gregson,Council Member Derrick, <br /> Council Member Hughson, Mayor Thomaides and Council Member Mihalkanin <br /> Against: 0 <br /> Absent: 1 - Council Member Gonzales <br /> 32. Consider approval of Resolution 2018-142R, approving a contract with the San Marcos <br /> River Foundation, Inc. for the City to purchase approximately 249 acres of land, <br /> commonly referred to as the "Millican Tract" in the vicinity of Palomino Lane and Country <br /> Estates drive for a price of $3,062,700.00 to be reimbursed through a partially forgivable <br /> loan from the Texas Water Development Board; authorizing the City Manager to execute <br /> said contract and related closing documents on behalf of the City; and declaring an <br /> effective date. <br /> A motion was made by Council Member Derrick,seconded by Council <br /> Member Mihalkanin, to approve Resolution 2018-142R.
