Call To Order <br /> With a quorum present, the budget workshop meeting of the San Marcos City <br /> Council was called to order by Mayor Thomaides at 4:15 p.m.Thursday, <br /> August 2,2018 in the City Hall Conference Room, 630 E.Hopkins, San <br /> Marcos,Texas 78666. <br /> II. Roll Call <br /> Council Member Gonzales arrived just after roll call. <br /> 1. Consider approval, by motion, of a proposal to set the 2018 tax rate at a maximum 61.39 <br /> cents per$100 valuation,which is higher than the effective tax rate. <br /> A motion was made by Deputy Mayor Pro Tern Gregson,seconded by Council <br /> Member Derrick,to approve the setting of the 2018 tax rate at a maximum <br /> 61.39 cents per$100 valuation,which is higher than the effective tax rate. The <br /> motion carried by the following vote: <br /> For: 7- Mayor Pro Tern Prewilt,Council Member Gonzales, Deputy Mayor Pro Tern <br /> Gregson,Council Member Derrick,Council Member Hughson, Mayor Thomaides <br /> and Council Member Mihalkanin <br /> Against: 0 <br /> 2. Receive a Staff presentation and hold discussion regarding the preliminary Fiscal Year <br /> 2018-2019 Budget, and provide direction to Staff. <br /> Bert Lumbreras, City Manager,provided the Council with open statements. <br /> Within his statements,he asked Council to consider adding in this year,two <br /> more code enforcement officers to be paid out of General Fund created out of <br /> moving some already existing expenses to the proposed .50 increase in the <br /> Community Enhancement Fund. In addition to that proposal,he proposed to <br /> Council to strongly consider an additional recommendation to add two more <br /> Fire Inspection staff in the Fire Marshall's office. Mr. Lumbreras stated that <br /> this would be funded from the bond projects tax rate that Council has already <br /> adopted and would not be any additional increase. He recommended that <br /> Council use in particular the operating cost portion,which is about$1 million <br /> Cly o/San Marcos Pagel <br />
