RESOLUTION NO. 2018-150R <br /> r A RESOLUTION APPROVING THE DESIGN BUILD PROCUREMENT PROCESS AS AN <br /> ACCEPTABLE DELIVERY METHOD FOR THE FOLLOWING 2017 BOND ELECTION <br /> PROJECTS: LIBRARY EXPANSION AND RENOVATION, THE RELOCATION OF FIRE <br /> STATION #2 AND THE FUTURE HIGHPOINTE TRACE FIRE STATION AND <br /> APPROVING THE COMPETITIVE SEALED PROPOSAL METHODOLOGY FOR THE <br /> POLICE DEPARTMENT AND FIRE DEPARTMENT TRAINING FACILITY PROJECTS; <br /> AUTHORIZING THE MAYOR TO EXECUTE SAID DOCUMENT ON BEHALF OF THE <br /> CITY; AND DECLARING AN EFFECTIVE DATE. <br /> RECITALS: <br /> WHEREAS,the City Council held an election in May 2017 which authorized the expansion <br /> of the San Marcos Public Library, the future Highpointe - Trace Fire Station, the relocation of the <br /> Holland Street Fire Station #2, the remodel of the San Marcos Police Department, and the new <br /> construction of a Fire Department training facility; <br /> WHEREAS, the City Council hired Jacobs Project Management Company on June 19, 2018 <br /> to act as the Owner's Representative to determine the most effective and efficient manner to construct <br /> each bond related project; <br /> WHEREAS, Section 2269.056 of the Local Government Code states, "The governing body of a <br /> governmental entity that considers a construction contract using a method authorized by this chapter other <br /> than competitive bidding must,before advertising, determine which method provides the best value for the <br /> governmental entity;"and <br /> WHEREAS,Jacobs Project Management Company and City staff have determined that the most <br /> effective and efficient manner providing the best value to the City of San Marcos is by using the Design <br /> Build methodology for the San Marcos Public Library improvements and the two (2) Fire Stations, and <br /> Competitive Sealed Proposal methodology for the San Marcos Police Station improvements and the future <br /> Fire Department Training Facility. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART 1. The city council hereby approves the Design Build methodology for the Library <br /> expansion project, the Highpointe - Trace Fire Station, and the relocation of the Holland Street Fire <br /> Station and Competitive Sealed Proposal for the Police Station improvements and the future Fire <br /> Department Training Facility.. <br /> PART 2. The Mayor is authorized to execute the document on behalf of the <br /> City. <br /> r <br /> PART 3. This Resolution shall be in full force and effect immediately from and <br /> after its passage. <br />
